DE LEÓN HÉCTOR F. DE LEÓN Héctor Flavio De León, 77, passed away at home in Alexandria, VA from cancer on November 18, 2020. Héctor was born on December 23, 1942, in Linares, Nuevo León, México. As a young boy, his family migrated to Rio Grande , TX. and he graduated from Lubbock High School. He attended Texas Tech University where he earned a BFA in Advertising Art and enrolled in the Army ROTC. After graduation he served two tours of duty in Vietnam with the US Army Corps of Engineers. For his service, Captain De León earned an Army Commendation Medal and 2 Bronze Stars. Following his military service, Héctor returned to Texas to promote Hispanic business development in SER Jobs for Progress, and co-founded the Texas Association of Mexican American Chambers of Commerce. He relocated to Washington, DC and was Chief of Communications at the Minority Business Development Agency during the Reagan Administration. During the George H. W. Bush Administration, he developed a Minority Affairs Program and Advisory Council at the Veterans Administration. From 1995 to 2004 he served former Virginia Congressman Tom Davis, and in 2004, he worked at the Immigration and Customs Enforcement Agency, from which he retired in 2006. Héctor is preceded in death by his mother and father, Maria Guadalupe and Francisco, his brother Francisco, and niece Aidé. He is survived by his sister and brother, Maria T. Rangel (Lubbock, TX) and Nephtal�� (San Antonio, TX), his wife, Dona Howarth, his son, Adam and his wife, Heidi, his four grandchildren Gale, Miles, Dexter and Paloma, and his nephews and nieces, Miguel, Xavier, Diana and Mara. Héctor will be remembered for his lifelong service to veterans, his love of his two home countries, his cowboy boots and his deep love of art and family. Above all, he was a generous and giving man. A small family service was held at Jones Point Park in Alexandria, December 2020. A Memorial Mass will be celebrated in Lubbock, TX on September 25, officiated by Fr. Martin Pena at Our Lady of Guadalupe Catholic Church, 1120 52nd Street at 10 a.m. A reception will follow at River Smith's Restaurant, 406 Ave Q. A service at Arlington Cemetery, VA will follow later in 2021.A small family service was held at Jones Point Park in Alexandria, December 2020.
