Jeff was unusually generous and dedicated--generous to pretty much everybody who knew him, in my experience, and dedicated to trying to bring rationality to ATF's regulatory and enforcement activities. Back in 2000, Jeff called me and asked if I wanted to get in on a group buy of the Vector UZI, at $2,500 per unit, and I went for it. There were no charges for this incredible buy, except perhaps $35 for shipping. Jeff was particularly interested in National Firearms Act (NFA) firearms and devices, and a source of help for others. I lost track of Jeff several years ago, as both of us had demanding day jobs, and regret that I did not make more of an effort to stay in touch after he left the Office of Management and Budget. Jeff was quite a smart man, dedicated to music, among other things, and a personal dynamic that only true leaders have. His knowledge of computer and threat detection system was second to nobody I can identify. Rest in peace, Jeff.

Very sorry to hear this news about Jeff. Jeff and I worked together at E-Systems for several years and I learned a lot from him. He taught me to take risks when I knew I was right. He taught me not to be afraid to try something new when solving problems.
Because of Jeff's encouragement, I bought a new Nikon camera, even though I couldn't really afford it, and launched my photography into a whole new dimension that is still going strong today.
Because of Jeff, I joined the American Hostel association and took my family on an unforgettable vacation staying at hostels all across the northwestern USA and down the Pacific coast.
During my field service career my wife and I had to travel back from Sicily to Washington DC for a week to get the proper visas. I called Jeff, to say hello, and he took my wife and I and our daughter and son-in-law on an awesome tour of the capitol, beginning with congressman Pete Session's office.
Because of Jeff, I read all of the Blackford Oakes spy novels by William F Buckley and all of the Hitchhiker's Guide to the Galaxy books by Douglas Adams and still know quite a bit of Monty Python's Search for the Holy Grail from memory.
Jeff was a great guy to work with and a great friend.
I guess for me, Jeff will always be here because I have all these memories that were made during long hours of working and testing in screen rooms, running on pizza delivered to the flag pole out in front of E-Systems.
I am retired now but still enjoying exploring places off the beaten path. I was eleven years older than Jeff but I think he kept me young because my wife says that I was always trying something that he had done.
Thanks Jeff for being a friend and loosening me up and encouraging me.

Jeff assisted a lot with issues regarding legal ownership of firearms, as he had a Federal Firearms License, and also dealt with National Firearms Act (NFA) firearms--a lifelong interest. Jeff was a valuable educator of people, knew how to effectively communicate policy, and he will be missed by those of us who were fortunate enough to know him.

Very sorry to hear about Jeff's passing. He was a great guy and a dear old friend. We were friends and co-workers at E-Systems in Garland, Tx. Jeff was the first guy to get me involved with politics when he and I volunteered on Pete Sessions first campaign for US Rep. Very sorry to hear he is no longer with us. Godspeed, brother.

My deepest sympathy to the Koch family. May you be comforted in knowing that our Heavenly Father feels your pain. He will strengthen you and help you to cope as you mourn the loss of your loved one. Psalm 94:17-19

Remembering the joy Jeff brought to others, especially children, via his feats of engineering (Halloween, Olympics, water slides). He will be sorely missed.

So many ways to measure a man and his contributions. Jeff seemed always to live up to a higher standard. Not least of which was his love for our friend Patty -- and his embrace of her friends as if they had been his own all along. Now may he rest and entrust her and their child to us all to help watch over while he smiles from Above. Godspeed....
