NOEL KRAMER Obituary

KRAMER Hon. Noel Anketell Kramer 1945 - 2018 Noel Anketell Kramer passed away peacefully at her home on May 31, 2018, surrounded by her loving family and devoted caretakers. She will be dearly missed by her beloved husband, Franklin D. Kramer; children, Katherine Anketell Kramer and Christopher Anketell Kramer and his wife, Katherine Burghardt Kramer; three grandchildren, Nathan, Ethan and Anna; sister, Ruth Yarger and her husband, Noel Yarger. Professionally, she served as a judge on the Superior Court of the District of Columbia from 1984 to 2005 and as an Associate Judge of the District of Columbia Court of Appeals from 2005 to 2011. She served as the Presiding Judge of the Criminal Division of the Superior Court from 2002 to 2005 and as the Deputy Presiding Judge of the Criminal Division from 1999 to 2003. Before becoming a judge on the Superior Court, she was an attorney at the firm of Wilmer, Cutler and Pickering and an Assistant United States Attorney in the District of Columbia, where she was the Chief of the Grand Jury Section. Judge Kramer was born in Bay City, Michigan, which is located on the shores of Lake Huron. She was raised by her mother, Ruth LeRoux Anketell, and her grandmother, Alice King LeRoux. She attended Bay City Central High School, where she was later inducted into the school's Alumni Hall of Fame. She graduated with honors from Vassar College and from the University of Michigan Law School, where she served as the Constitutional and Criminal Law Editor of the Law Review. Judge Kramer met her beloved husband during college. They stayed together for 52 years and were married for 48 of those years. They had two wonderful children and three adorable grandchildren. Friends will be received at Pumphrey Funeral Home, 7557 Wisconsin Avenue Bethesda, MD 20814 on Sunday, June 3 from 3 p.m. to 6 p.m. Funeral services will be held at 12 p.m. on Monday, June 4 at St. Alban's Episcopal Church, 3001 Wisconsin Avenue, N.W., Washington, DC. 20016, followed by interment at Rock Creek Cemetery, located at the intersection of Rock Creek Church Rd. and Webster St. in Northwest, Washington, DC. A reception will be held at the family home following the interment. In lieu of flowers, the family requests that memorial contributions be made to the Alzheimer's Association, National Capital Area Chapter, 8180 Greensboro Dr., Suite 400. Noel and I were classmates at the University of Michigan Law School, and members of the first Women Law Students Association, formed in 1970. Not only was she brilliant, she was funny, loyal and committed. Her passing is a real loss to those of us who were fortunate enough to know her then.

I remember Judge Kramer when I was a Probation Officer prior to my retirement in 2009. She was a fair Judge but would lock those defendants up when I made that recommendation. I thank her for making my job easier. She will be missed by her family and the Court

I appeared before Judge Kramer numerous times in the mid-eighties when she was presiding over criminal trials. Ever polite, well-spoken and current on her knowledge of the law, she did not suffer fools, be they defense attorneys, defendants or government witnesses. Truly a loss to the legal community, Judge Kramer's behavior will remain the gold standard of fair and knowledgeable judging.

Peace and Blessings to the family. I appeared before Judge Kramer many times as a lawyer when I practiced in Washington D.C. She was always professional and good spirited. She is a credit to the profession and to society. I work in Michigan now so interesting to see her roots are here. So peace and love and the entire family wherever they may now reside.

My deep condolences to the all family members. She was one of my favorite judges. Her name was mentioned so many times in my home that even my kids knew Judge Kramer. Whenever I won a case, she let me know at the bench that I did a good job. she'll be missed forever.

Frank, Katherine and Christopher, you have my deepest condolences. I met Noel in 1979 or 80 in the US Attorneys Office. She was ahead of me in the office and was always a wonderful, smart, funny and kind role model. We shared many hours talking about cases and sharing stories about our lives. I cherish those times. We remained friends and colleagues on the bench at Superior Court and friends even after she moved on to the Court of Appeals. I miss her wise counsel whether regarding personal matters or in her resolution of cases. May she rest in peace and may you all be comforted by your own special memories of a wonderful woman.

I am so sorry to hear of Noel's passing. I was an agent with a federal agency when I presented information to her concerning a case I was running. She was delightful to work with, thorough, and diligent. I will always remember her fondly. My sincere condolences to the family.
