Theresa Ann Hall Raines

Theresa Ann Hall Raines, 78, peacefully departed this life on October 22, 2025, in Alexandria, Virginia. She is survived by her husband, Marvin D. Raines; her daughter, Trena Raines; her son, Matthew Raines; and her grandson, Myles Raines; and her sister, Frances H. Anderson.

Mrs. Raines, a native of Washington, DC, attended Bennett College, where she graduated in 1967 with a degree in Mathematics and German and a minor in Biology. Upon graduation, she began a distinguished government career spanning more than 37 years.

She began her service at the Department of Agriculture as a computer programmer and later joined the U.S. Naval Weapons Laboratory in Dahlgren, Virginia, as a ballistics analyst and programmer. In 1988, she accepted a position with the Financial Management Service (FMS) within the U.S. Department of the Treasury.

During her tenure as a Senior Financial Program Specialist at FMS, Mrs. Raines led nationwide marketing and education initiatives for numerous federal, state, and local government agencies, as well as financial institutions. Her efforts promoted the adoption of emerging electronic collection and disbursement systems, reducing the issuance of paper checks by an estimated 100 million annually—a lasting contribution to the modernization of federal financial operations.

Mrs. Raines retired in 2004. In retirement, she remained active and continued to travel widely with her husband, visiting all seven continents while enjoying one of her favorite pastimes—playing bridge.
