Walter Thacher Winslow JR. "Terry"

Walter Thacher (Terry) Winslow, Jr. died of a sudden heart attack at his home in Chevy Chase, MD on November 22, 2022. Terry was the son of the late Walter Thacher Winslow and Frida Frazer Winslow (the late Mrs. Edward Burling, Jr. of Georgetown).



He attended DC Public Schools, Potomac School, and St. Paul's School in Concord, NH, graduating in 1961. In 1965, Terry graduated from Harvard University, where he played varsity soccer and was a member of the Porcellian Club and the famous Hasty Pudding Club, where he discovered one of the true joys of his life, performing onstage.



After graduation from George Washington University Law in 1970 cum laude, Law Review, and Order of the Coif, he spent six years at Wilmer, Cutler, and Pickering law firm before moving to the Federal Trade Commission. After a distinguished 20-year FTC career, he retired as the Bureau of Competition's Associate Director for Policy and Evaluation in 1996.



During his time at the FTC, Terry returned to his love of theatre and singing and became deeply involved with the Washington Revels. Drawn by its eclectic celebration of seasonal traditions, he supported its formation in Washington and performed in the first DC Christmas Revels in 1983. He wore many hats with the Revels, serving at various times as editor, producer, Board member and chair, and on the Cambridge Board for National Revels. Not to mention, he met his wife Diane as his dance partner in the 1989 Christmas Revels. Terry knew a song to fit every occasion, and if he didn't, he would write one, enlivening many a family celebration.



In 1993, he was a resident advisor to the Polish Antimonopoly Office in Warsaw. This experience ignited his interest in global antitrust work, and in 1996 he joined the Organization for Economic Cooperation and Development as Principal Administrator in charge of their Competition and Consumer Policy Division outreach to non-member countries. He and Diane spent the next six years in Paris and traveled throughout Europe and Asia as Terry advised countries on transitioning their economies from socialism to capitalism and strengthening consumer protection. On their travels, they collected folk art from around the world.



From early childhood through his last year, Terry spent summer with family and lifelong friends on Cape Cod in his beloved Bass River community where he honed his prodigious tennis skills.



Terry is survived by his wife Diane Behrens Winslow; two sons (from a former marriage to Caroline von Schrader), Christopher T. Winslow, of Washington, DC, and Andrew E. Winslow (Nell) of Brooklyn, NY; his sister Belinda Winslow, of Santiago, Chile; his brother David Winslow Burling (Hannah), of Lamy, New Mexico; and sister, Lucinda Burling Emmett (Jeremy) of Boynton Beach, FL.



He was predeceased by sister Anne Burling of Cambridge, MA, and brother Matthew Poe Burling.



A celebration of Terry's life will be held at the Woman's Club of Chevy Chase at 7931 Connecticut Ave. at 3 p.m. on May 20 — which would have been his 80th birthday. Memorial donations may be made to Washington Revels www.revelsdc.org or to the Parkinson's Foundation www.parkinson.org.

As neighbors and friends on Bass River, Cape Cod, we will miss hearing Terry's booming voice and joyous laugh. We will carry Terry in our hearts and memories of sweet times together in the summer months on the river.

Terry was such a great guy and a good man. One of the finest human beings I´ve ever known. I now live outside the DC region. Will Terry´s memorial service be accessible via livestream?

Terry was a Harvard classmate and good friend for a long time, though we eventually lost track of each other. I was very sorry to learn of his passing and will try to make the Celebration of Life service.
