William Billard Obituary

William ("Bill") Frederic Billard passed away on August 19, 2025, after a brief illness. Bill was born on January 2, 1944, in Baltimore, Maryland. He was preceded in death by his parents, Col. USA Jules Frederic Billard and Marjorie Bullock Billard, and by his brother, Jules Frederic Billard Jr.

Bill graduated valedictorian from Ludwigsburg American High School in Stuttgart, Germany, in 1962. He went on to earn his B.A. degree from Johns Hopkins University in 1966 and his M.A. in Biology from the University of Virginia in 1969.

Bill was a devoted scientist, working as a biochemist for 28 years at Schering-Plough in Bloomfield, New Jersey. Beyond his professional life, Bill pursued many hobbies with enthusiasm. His love of photography earned him awards from the Millburn Camera Club in Short Hills, New Jersey. An avid cyclist, he took on ambitious long-distance bike rides that carried him across multiple states. When cycling was no longer possible, Bill continued exploring through walking trips, discovering parks and historical sites throughout northern Virginia.

Bill is survived by his wife of 58 years, Margaret Baxley Billard, and his three children: Jason Frederic of Monticello, Minnesota; Elizabeth Ann of Brooklyn, New York; and Sara Jane of Baltimore, Maryland.

Interment will be at Christ Episcopal Church cemetery in Owensville, Maryland. The service will be private. In lieu of flowers, the family would appreciate contributions to the PSP & CBD Foundation at pspcbdfoundation.org.
