Willard was born April 29, 1939, in Madison, Wisconsin, to Willard G. and Dorothy S. (Hainstock) Busser. He later started his own business in tool and die making and plastic injection molding. His own business, Glacier Tool and Mold expanded over the years, and he enjoyed getting to work alongside all three of his children. Willard enjoyed a good card game, hunting, fishing, deer camp, and spending time with his family. He enjoyed traveling with his wife Margo, going on cruises, and visiting friends in Arizona.
