Elmer C. Bortner passed away peacefully on September 18, 2016 and went on to rejoin his beloved wife Betty who predeceased him earlier this year. Elmer was born in York on January 9, 1925 and was the son of the late Elmer C. and Nora (Hunt) Bortner. He married Betty J. Hess on January 5, 1945 and they celebrated 71 years of marriage.
A graduate of York High School, Mr. Bortner enlisted in the United States Navy in June of 1943 and served overseas during WWII. He was honorably discharged in January of 1946. Upon return from serving his country, Elmer joined the York Police Department and, over the years, rose from Patrolman to Chief of Police. The great joys of his life included trips to Rehoboth Beach for beach time, family time and fishing.
Mr. Bortner is survived by his two children, Sheryl J. McCartney (husband Gary) of Allentown and Michael L. Bortner of York. He is also survived by three grandchildren and two great grandchildren.
Services for Elmer will be private at the convenience of the family. Workinger Semmel Funeral Homes and Cremation, 849 East Market Street, York, is assisting with arrangements.

Chief Bortner was a mentor and a friend and many of us miss his presence. I learned a lot from him over our years together on the force. He was a true "straight shooter" and I respected him a lot. Gone but not forgotten!!!

Chief Bortner was a true friend and an excellent Chief of Police. I called him a few years ago to see how he and his wife were doing and to thank him for all he did for me while I was on the force. he was firm but fair and I had great respect for him. May he rest in peace with his beloved wife, Betty.

God bless the family in their time of sorrow.
