Judge William N. Hall, Jr.
Reading
Judge William Nelson Hall, Jr., (aka "Bill" "The Colonel" "Gatorade" "Too Late") 78, passed away Tuesday, January 23, 2018, at St. Joseph Medical Center. Bill was born on October 3, 1939 in York, he was the oldest of 11 children to Gladys (Hall) Newson and William Hall Sr.
Bill's love for sports began at an early age. His father used to take him to professional baseball games where he met and got to know Frank Howard, the great outfielder for the Washington Senators. Bill loved basketball, football, and tennis which he played in the Army. He taught tennis, and was a P.I.A.A. Basketball Official, A.S.A. Softball Official, a member of the local P.A.L., Y.M.C.A., and the Olivet's Boys and Girls Club.
Bill was also a retired Reading City Police officer after 23 years of service. Bill is affiliated with the local Kiwanis Service club and many other organizations in the Reading area.
When told he was drafted by his Uncle Sam into Military Service in March of 1963, Bill always said "I never knew I had an Uncle Sam!" He trained in Fort Gordon, GA, and served in Okinawa and Hawaii, becoming the top gunner in his division, and one of the best football players in the Army's leagues.
Bill moved to Reading in 1969, where he became a City policeman. This provided him a unique opportunity to attend Alvernia College, and in less than three years he obtained his undergraduate degree in Criminal Justice. His affection for athletics continued at Alvernia, as he first played on and later coached the College's basketball team.
By the 1980's, Bill's love of education spurred him back to school, where he earned his Master's Degree in Criminal Justice and Science from West Chester University in 1992. He served as a Reading Policemen for over 23 years before becoming a Magisterial District Justice in 1993. He created the African American Magisterial District Judges of Pennsylvania Organization to promote minorities in the judiciary system, and minority education in general.
Above all, Bill's first love was always for people, and he was the ultimate people-person, as judge, policeman and basketball player. He was a faithful, long-time member of St James Chapel, Reading.
In addition to his loving wife, Pattice A. (Hinton) Hall, Bill is survived by six children, William Nelson III, Warner Robins, GA, Robin Lynn Hall, Harrisburg, Michael Tennant, Reading, Gregory Hollis, Warner Robins, GA, Raime Hall, Reading and Tammy Murray-Batts, Reading; thirteen siblings also survive him, Robert Louis Hall, Brazil, Helen Francis, wife of Robert Davidson, York, Henry Clayton Hall, York, Roland, husband of Liza Lowrie, York, Ruth Ann, wife of Michael Natole, Exeter Twp., Mary Louise, wife of Thomas Preston, NC, John Saxon, husband of Sharice Hall, Middletown, OH, Curtis Randolf, York, Joseph Newson, York, Timothy Newson, York, Ruby Newson, York, Ruth Walker, York and Angel Moody, York. There are twelve grandchildren; and eight great-grandchildren. There are three aunts, Henrietta Hardy-Brown, NY Shirley Greenfield, NY and Mary Hinton, King of Prussia; mother-in-law, Bertha Jones, Norristown; and two brothers-in-law; four sisters-in-law; and a host of nieces, nephews and cousins also survive him. He was predeceased by three siblings, Jeanne L. (Hall) Johnson, Norman R. Hall and Philip E. Hall.
Services will be Wednesday, January 31, 2018, at 10:30 a.m. at St. James Chapel, 11 S. 9th St, Reading, PA 19602. Burial with military honors will be at Fort Indiantown Gap National Cemetery. Friends may call Tuesday from 5 to 9 p.m. at Edward J. Kuhn Funeral Home, Inc., 739 Penn Ave., West Reading, and Wednesday from 9:30 to 10:30 at the church. Online condolences may be recorded at

Judge Hall, met years ago what a sense of humor. He married my husband and I outside at our home, he came to our home to marry us and had everyone laughing during the ceremony. Years later saw him again and he remembered our wedding. RIP, you will be missed.

Bill was always a nice and kind person towards everyone. I enjoyed playing him in tennis, he was a competitive sportsman, and seeing him at church with his devoted wife. Best Wishes to the Hall Family in this time of sorrow. Bill was one of a kind. If he saw you on the street you knew he was going to yell something to you from the patrol car. Will never forget basketball at the Y and his court personality. "Too Late" when he got his jump shot away, "Civilian Brutality" when there was a hard foul, or"Stevie Wonder and Ray Charles could see that" when there was a disputed call.

It was a sad day that we lost one of our Good Men in Reading. I knew him from Baer Park when we reopened the concession stand..He loved helping the kids and he liked to eat.. 'Da Judge' as your license plate read. They just don't make them like you anymore. Our city and it's residents have lost a true hero, all he was missing was a cape. He impacted so many lives, he will just never know, always a smile and nurturing advice. I met William Too late, Colonel & Gatoraid Hall at the YMCA of RDG p.a. Always very Friendly & would ask what I wanted to be or what i wanted to do when I got older. At times he tried to get me to play tennis or racquetball and he would always say don't get into trouble. He was a father & Big Brother figure No matter who you were he always treated you like a family member. RIP not too late for god .

I met Judge Hall when he performed the wedding ceremony for our niece. What a personality! He filled the room with so much positive energy and he had a great sense of humor. I had the chance to talk with him for a few minutes about sports at the wedding reception and he was so upbeat about local sports.


Until I read the obit, I never knew of his background and all of his accomplishments. What a life he lived and he had such a positive impact on Reading/Berks County. A great role model for all. Our sincere condolences to the family and may he Rest in Peace.

The "Colonel" as I grew to know him, was and still is an inspiration to me. I first knew him as my tennis coach and not as a judge, but he quickly turned into a mentor & friend. One of the city's finest citizens who was very involved with youth activities. As a judge he was wise and fair, but stern when he needed to be. He will be missed, but never forgotten.

I met Bill when we both started our Police career in March 1971,along with Rags Carter and 11 other Brothers in Blue. Bill was a true friend who will be greatly missed. We enjoyed Bill's sense of humor whereby our Rookie Class became known as "the filthy thirteen" or the "dirty Dozen + 1", all of which was in good fun. Bill was a good Backup to the officers in need of help in the 23 years of faithful service. I was blessed to know and work with Bill. When Bill became a District Justice, he gave new meaning the phrase "Here Comes The Judge"

The Judge was one of a kind. Our paths first crossed when I was playing in a rec basketball league after college years ago when he officiated a game. He was so full of life and funny - he had such a great sense of humor and spirit...his personality and the way he reffed would have fit in with a Globetrotters show. He would make wise cracks while we were playing and give us nicknames etc. He misread the name on my jersey and mistakenly called me McGee and he always called my friends and I The Allstars. A few years later, our paths crossed again when he umpired softball. I didn't know what he did for a living or even his name until I saw that he got elected to be a District Justice. He was a one of a kind human being who lived an extraordinary life. He never knew my name and I'm sure I was just one of many, many faces to him, but I certainly will never forget him. Rest in peace Judge.

When I moved to Berks Cty in 1985, I met Bill a couple months later and he invited me to play on his over 35 Reading basketball team. We played bb in Allentown, Pottstown, and Eastern PA thru friends of his. We became friends and I came to learn what a great guy The Colonel was. He was a tremendous asset to Reading, PA.
