My deepest sympathy to the family of the Sheriff. I was hired by Sheriff Rutter in 1977. He was known appropriately as "Gentlemen Jim." He will always be remembered by those who served under him. Capt. Perry D. Kelly Ret.1977-2007

My sincere sympathy to the family of Sheriff James N. Rutter, with whom I began my 25+ year career. He was an asset to the Ocean County Sheriff's Department, and will never be forgotten by the officers and staff who worked with him. May peace be with you. Sincerely, Fanny L. Jackson-Diaz (Retired Sheriff's Detective, 1978-2004).

For the greater part of my life, I have known Mr. Rutter. As a great neighbor and wonderful friend to our family throughout our many generations . Taking his walks with Mrs. Rutter through the old neighborhood, what a love story theirs was. Always brought a smile to your face to see them, hand in hand. My heart goes out to you all as I know you will miss him. It was a complete pleasure to have known him, truly a wonderful man. God bless you all.

My sincerest condolances to the family of "The Sheriff." He was an honorable man, a true friend, and a great 'boss.'
He took great care of, and pride in, Ocean County, and the men and women who served for him.
