My deepest sympathy to the family of the Sheriff. I was hired by Sheriff Rutter in 1977. He was known appropriately as "Gentlemen Jim." He will always be remembered by those who served under him. Capt. Perry D. Kelly Ret.1977-2007

My PopPop was a great man, wonderful grandfather, and an exemplary role model. I miss him so much already.

My sincere sympathy to the family of Sheriff James N. Rutter, with whom I began my 25+ year career. For the greater part of my life, I have known Mr. Rutter. As a great neighbor and wonderful friend to our family throughout our many generations . Taking his walks with Mrs. Rutter through the old neighborhood, what a love story theirs was. Always brought a smile to your face to see them, hand in hand. My heart goes out to you all as I know you will miss him. It was a complete pleasure to have known him, truly a wonderful man. God bless you all.
