Alicia Inez Bowler Lugo passed away on Wednesday, December 21, 2011, to be welcomed to glory by her parents, Hamlet Price Bowler and Inez Ethylyn Brown Bowler, along with her dear friend, Stephen D. Waters.

The eldest of two girls born to her proud parents on September 21, 1941, in Charlottesville, Virginia, Alicia attended Jackson P. Burley High School, and graduated from Hampton University. After college, Ms. Lugo went on to establish a distinguished career as an entrepreneur, activist, educator and community leader. Ms. Lugo began her professional work as a teacher in the Charlottesville City School System, and has served as primary administrator of two major federally-funded skills training programs in the City, Central Virginia O.I.C., Inc., and the Drewary J. Brown Job Training Center. She owned and operated Rose Hill Market and Radio Station WUMX, MIX 107.5 FM in Charlottesville, the first minority-owned station in the Central Virginia area. In 1988, she created and served as Director of the TEENSIGHT Project, a program of FOCUS Women's Resource Center. TEENSIGHT provided educational and supportive services to pregnant and parenting teens and at-risk youth and adults in Planning Districts IX and X. In 2006, she was promoted to the position of Associate Director of FOCUS, and retired as Executive Director. Long active in community and civic affairs, Ms. Lugo served eleven years on the Charlottesville School Board including five years as its Chairman, and on the Boards of Directors of Piedmont Virginia Community College, the Advisory Board of Habitat for Humanity, Charlottesville-Albemarle Technical Education Center, Region 10 Mental Health Board, Planned Parenthood of the Piedmont, the AIDS Support Group, the Charlottesville Electoral Board, and the Quality Community Council. She also served on the Board of Commissioners of the Charlottesville Redevelopment and Housing Authority. Ms. Lugo was a member of Delta Sigma Theta Sorority, Inc. and a member of the Charlottesville-Albemarle Interfraternal Council.

Named 1978's "Woman of the Year" by the Women's Political Action Forum, she was also honored as the recipient of the 1988 "Martin Luther King Jr. Humanitarian Award" by the Alliance for Interfaith Ministries in Charlottesville. The March of Dimes named her one of three "Outstanding Women of Achievement" in 1990, and the Skyline District Girl Scouts of America honored her as a "Woman of Distinction" in 1992. In March 1998, she was honored by Rotary Clubs International with the "Jean Harris Award" for her contributions to women and their families. In August 2001, and January 2002, Ms. Lugo was recognized by the Charlottesville City Council for conducting highly successful Summer Youth Employment Programs under the auspices of the Quality Community Council. In March 2002, she was honored at the FOCUS Women's Month Luncheon for meritorious service to FOCUS and TEENSIGHT from August, 1988 to March, 2002. In June, 2002, Alicia Bowler Lugo's name was added to the plaques that line the Drewary J. Brown Memorial Bridge on West Main Street after being named a "Community Bridge Builder" by the Charlottesville City Council for her efforts throughout the years to improve relations between people of all races in the Charlottesville area. In 2010, she was named a "Keeper of the Village" by the African American Cultural Arts Festival Committee. In her later years, Ms. Lugo continued to be a fierce warrior for social justice and equality; most recently speaking out at a press conference against the balloting process in the Charlottesville Democratic Primary Election in June 2011, and admonishing City Council in November 2011 not to continue treating the African American Community as if it were "cellophane," quoting the famous song from the musical Chicago.

Ms. Lugo thanks her longtime physician Dr. Matthew Goodman at the University of Virginia Health Sciences Center, and asks that in lieu of flowers, contributions be made on her behalf to the ASPCA, QCC, or the Charlottesville-Albemarle Rescue Squad.

Ms. Lugo leaves to mourn her passing a beloved daughter, Angel Nichelle Lugo of Charlottesville, Virginia; a sister, Patricia Edwards; a brother-in-law, Alvin Edwards; and niece, Rachel Edwards, all of Charlottesville, Virginia; and a host of cousins, friends, colleagues and former students.

A memorial service will be held 12 p.m. Saturday, January 7, 2012, at First Baptist Church on West Main Street with Pastor Hodari K. Hamilton officiating. Visitation will be at 11 a.m., and the service will begin at noon.

The family asks that we remember Ms. Lugo's courage, faith and ability to love others above herself, and though her time here with us has past, her journey with The Father continues through eternity.

Alicia Lugo was one of the most intelligent and articulate human beings I have ever met. She was so kind to me in what turned out to be a challenging time for me in Charlottesville. She was capable of holding office at any level and she was scrupulously honest. Alicia Lugo blessed the school district and all who knew her. She is unforgettable.

I had several opportunities to work with Alicia over the years and was always blessed by her magnitude. Just knowing she called on me was an honor--she is so revered. She was a tremendous, positive, and caring force in this community. Charlottesville probably didn't deserve her, but it wouldn't be where it is today without her.

Alicia's raspy voice and joyful chuckles continue to make me smile, even when I recognize that my memory will have to hold her now.

Be blessed and know that you (we) have been touched by a magnificent life: a role model, mentor, fighter, champion, believer, supporter, fearless leader, joyful spirit, motivator, and a beautiful, phenomenal woman. My prayers are with you; my "Amens" are with Alicia.

What a great treat it was when Alicia and I reconnected several months ago. That raspy voice and contagious laugh was the same as I remembered from years past.

Seeing her picture took me back to our days at Hampton.

Patricia and Nickki your hearts must be warmed by all of the wonderful tributes to your sister and your Mom that people are sharing with you. I am sure her legacy will endure.

I'm writing this from heaven. Here I dwell with God above.

I suppose every community has its legends, its heroes and sheroes, people whose names transcend time. As a child, I remember hearing the name Alicia Lugo, but it wouldn't be until years later, when I was an adult, that I met her and came to understand who she was and what she meant to this community.

I began school during the 1970s, in the post segregated Charlottesville area, and although I couldn't articulate it then, in retrospect, there were two communities: the insular white community, which was grudgingly forced to share the keys to the kingdom and the black community, which was burgeoning with all the possibilities awaiting beyond the door. Black was beautiful then and parades went down Main Street.

Perhaps best articulated by Dickens, “… it was the spring of hope, it was the winter of despair, we had everything before us, we had nothing before us, we were all going direct to Heaven, we were all going direct the other way…”

Almost forty years later, Black is hyphenated, parades loop around Vinegar Hill, and a noticeable force in this community is gone. Ms. Lugo's passing means we now have less of the resistance required to evoke change. Who will come forward with the courage to occupy City Hall or Central Office, our classrooms and boardrooms, or any other place where “they” are marginalized?

Alicia Lugo was, and will forever remain, a positive force in this community and I thank God that I knew her. The Gospel of Matthew says, “The harvest truly is plenteous, but the laborers are few,” and Ms. Lugo was a laborer.

I am grateful that she fought the good fight, that she had the audacity to inhabit space in this community reserved for the establishment, that she stood for something greater than herself, and that she had the fortitude to persevere.

Ms. Lugo championed a basic premise, passed down from generations before, with one addendum, “….all human beings are created equal….”

Indeed, we are all heirs to the kingdom.

I am grief stricken and my heart is in tremendous pain. I am still in shock that Alicia has passed. Alicia Inez Bowler Lugo was first and foremost my friend, as well as my mentor and my teacher. We spent precious time together, the kind of time I will cherish forever.

I can only talk about what I know Alicia was and what she'll always be to me in my mind and heart. She was passionate and compassionate about the work she did and the people she served. She always insisted on leveling the playing field for all of us. She was an incredible advocate for young people and a drum major for justice, long before it became fashionable. She was a seasoned educator who had vision, heart and determination. She inspired us to do, prepared us to be the best and never took credit for any of her efforts.

The primary reason I chose to remain at Burley High School and not attend integrated Lane High School was because of Alicia Lugo and Steve Waters. I could not imagine better teachers anywhere else. They could see beyond the moment to what tomorrow required of us and they were about the business of preparing black students for tomorrow.

It is my belief that the Charlottesville community never capitalized on Alicia's greatness and it's the community's loss. If it were possible to assemble the people that she touched, it would one hell of a gathering. When I reflect back on all of the meetings she attended, advocating for change in this community, I'm reminded of what she shared with me a couple of months ago. It was her belief that change hadn't fully occurred and that there were still those who resisted and put up barriers to real change.

Sometimes it seems the more things change, the more they stay the same.

Alicia gave me many gifts over the years and one was a bench to sit in my yard. I can look out of my bedroom window and see her smiling anytime I want to.

Thank You Alicia for your love, respect and trust.

I pray God continues to bless your family and keeps you in His grace. We all have quite a journey ahead of us, to come to grips with the reality of her death.

Angel and Pat, I just learned of the passing of the wonderful and remarkable Alicia Lugo. I worked with Alicia and Mr. Brown at the Neighborhood Youth Corps Program from 1968-1972. I learned more from the "School of Alicia and Drewary " than anywhere in my life. They taught a young, country girl from southwestern Virginia what one individual can do for the less fortunate by determination and preseverance. This quote from Proverbs describes the Alicia Lugo that I knew and loved: "She is clothed in Strength and Dignity and she laughs without fear of the future." Fred and I send our love and prayers to you, your families, and the city of Charlottesville, for your loss.
Angel, Alicia loved you above all else and I hope these words will comfort you: We can shed tears that she is gone or we can smile that she has lived. We can close our eyes and pray that she will come back or we can open our eyes and see all that she has left. Our heart can be empty because we can't see her or we can be full of the love we shared. We can turn our back on tomorrow and live yesterday or we can be happy for tomorrow because of yesterday. We can remember her and only that she is gone or we can cherish her memory and let it live on. We can cry and close our mind,be empty and turn our back or we can do what she would want, smile, open our eyes, love, and go on. For those who love, time is Eternity. Alicia Lugo was a force for progress, justice and equality in our community. She was a voice for children and the disadvantaged. She was the champion of many. She stood at opportunity's door and made certain it was not slammed shut on those who needed access to opportunity the most. She will be deeply missed.

Patricia-
I know that you are going through such a painful and hard time with the loss of your sister. Alicia was simply an amazing woman and someone I deeply respected and admired. She was a courageous warrior for the young people in our community. Her tireless efforts insured that many of our young people continued their education and gained employment. Her support insured that our youth never gave up on themselves because she never did. Her advocacy on behalf of others opened doors of opportunity. Alicia was a mentor, a teacher, a giver and a comrade. She lived by the principle that "service is the rent we pay for living." Please know that my thoughts and prayers are with you and your family.
