On Monday, March 31, 2014, of Rockville, MD. Beloved husband of the late Peggy; father of Maria (Bobby) Briggs, Tom (Dorothy) Belcher, Mark (Danita) Belcher, and Gennie (Bob) Richardson. Also survived by 11 grandchildren and five great-grandchildren. Funeral Service at Collins Funeral Home, 500 University Boulevard West, Silver Spring, MD, on Monday, April 7, at 11 a.m. Interment Gate of Heaven Cemetery.www.COLLINSFUNERALHOME.com

If Mr Belcher worked at MARAD then I remember him for his profsssional treatment of my mom "Mrs. P." He also introduced me to 3 summer job opportunities in my college years. This experience led me to a future career with DoD.
