Robert Gammage Obituary

Robert Alton "Bob" Gammage (1938 - 2012) Bob Gammage was a native of Houston, Texas, and a graduate of Houston's Milby High School. He worked his way through college, graduate school and law school, earning degrees from Del Mar College, the University of Corpus Christi (now Texas A&M University- Corpus Christi), Sam Houston State University, the University of Texas School of Law and the University of Virginia School of Law. He did additional graduate work in American Studies at the University of Texas, and completed advanced legal and judicial education programs at the New York University School of Law, the Harvard Law School, Northwestern University School of Law, the National Judicial College, and the U.S. Naval Justice School. Bob served on active duty with the U.S. Army Infantry Human Research Unit and the Korea Military Advisory Group (KMAG), and is a Captain (Retired) in the U.S. Naval Reserve, where he served in both the Intelligence Service and the Judge Advocate General (JAG) Corps, including service as a military judge and as commander of the Naval Reserve Admiralty Law Unit. An attorney in private practice in Houston from 1969-1979, Bob was elected to represent the greater Houston/Gulf Coast area in the Texas House of Representatives (1970); the Texas Senate and the Texas Constitutional Convention (1972); and the United States House of Representatives (1976). In the Texas House he fought successfully for the passage of ground-breaking environmental legislation, equal rights for women, voting rights for 18-year-olds, and statewide single-member legislative districts. He was a member of the corruption fighting 'Dirty Thirty,' who put their political lives on the line to fight against special interest control of the state's political offices and institutions and whose efforts led to a massive voter turnover in state political office holders. As a state senator he authored and fought successfully for the adoption of open government reforms and helped make major progress on human rights, and consumer and health care legislation in Texas. In the United States Congress, Bob served on the major energy, health and technology committees, winning major battles for his Texas constituents, including funding for the creation of a Children's Nutrition Research Center at Texas Children's/St. Luke's Hospitals; original funding for NASA's Water Immersion Weightless Training Facility at the Johnson Space Center; the preservation of Ellington Field as the key federal facility for NASA's flight operations and crew training mission; the conversion of the dormant Space Center Hospital in Nassau Bay to an active Public Health Service Hospital; and drilling of the nation's first federal/state experimental geothermal well in Brazoria County to explore for new energy resources. After leaving congress Bob served as an Assistant Attorney General of Texas and as a Special Consultant to the U.S. Department of Energy before re-entering private law practice in Austin. In 1982, he was elected to the Texas Court of Appeals from the 24-county Austin/Central Texas area, and was re-elected without opposition in 1988. He won statewide election to the Supreme Court of Texas in November 1990. As an appellate judge he was noted for his opinions in defense of civil liberties. After exactly 13 years on the bench and nearly 25 years in public life, Bob decided to return to private life, to practice law and teach, and on September 1, 1995, he retired from the Supreme Court of Texas. Bob has served as a Teaching Fellow in History at Sam Houston State University, Dean of Men & Director of Student Activities at the University of Corpus Christi, Instructor of Government at San Jacinto College, and Adjunct Professor of Law at South Texas College of Law. In addition to practicing law following his retirement from the Supreme Court he also served as Visiting Professor of Political Science at Sam Houston State University, Ethics Counsel to the Texas General Land Office, Visiting Professor of Public Administration at Texas A&M University-Corpus Christi, Special Lecturer in American Alternative Dispute Resolution at the University of Glamorgan in Pontypridd, Wales, and Lecturer in Political Science at Texas State University. Bob served on the Board of the American Judicature Society, and the Advisory Board of the Health Law & Policy Institute. His honors include a Consul Award from the University of Texas School of Law, Distinguished Alumni Awards from both the University of Corpus Christi and its successor institution, Texas A&M University-Corpus Christi, from Sam Houston State University, Del Mar College, and Milby High School. He is particularly proud of receiving a Presidential Citation for Outstanding Contributions to Civil Rights from the National Association for the Advancement of Colored People in Austin, the Barbara Jordan Outstanding Public Service Award from Phi Alpha Delta Law Fraternity, International, and for being conferred the Order of the Knights of San Jacinto by the Sons of the Republic of Texas. Bob is survived by his wife, Lynda Hallmark Gammage, of Llano, Texas and their son Sam Gammage. Bob is also survived by his daughters Terry Lynne Gammage and Sara Noel Gammage Newman, and son Robert Alton Gammage, Jr. and seven grandchildren and one sister, Susan Avirett. Bob was preceded in death by his parents, Paul and Sara Ella Gammage, and his brother, Paul Gammage. A visitation will be held in Llano, Texas at the Waldrope-Hatfield-Hawthorne Funeral home from 6-8pm on Wednesday, September 12th. Funeral service will be held in the Senate Chamber at the Texas Capitol at 2pm followed by a burial at the Texas State Cemetery on Thursday, September 13th. Bob Gammage was a long distance friend of mine. We never met in person. We communicated almost exclusively through the Internet. I am a 6th generation Texan and a graduate of Harvard Law School and a Liberal. Bob and I had much in common and enjoyed our exchanges. I contributed financially to his campaign for governor and am proud to have my Bob Gammage for Governor pin. We lost a true champion of human rights with Bob's passing and I think of him now in these trying times (2019.)

I had the great privilege to meet Mr. Gammage as a Commander in the Navy and Naval Legal Service Office Corpus Christi. Little did I know the honor at the time as much as I knew it later retrospectively.

Dear Daddy,

It's been just over a year since you passed and I miss you so much everyday. I love you more than ever and it is completely gut wrenching to me everytime I know I can't pick up the phone and call you. I ask myself why you had to leave and will never know the answer. We all miss you so very much. I read over the guestbook, you had so very many friends and people really loved you. It makes me feel so proud, people call you a hero, said that you made history, but to me you were always just daddy. I truly don't know sometimes how to make it without your words of advice, your strong hugs, and your wonderful sense of humor. You gave me the gift of humor, compassion, understanding, and empathy. Thank you so much for that. I love you very much...you are missed everyday.

Love, Terry

I am one of those whose lives crossed paths with Bob years ago but literally just learned of his death today.

After many years of no connection at all, I was able to track Bob down over a year ago where we had two wonderful telephone visits walking down memory lane.

He was a great man in so many ways. As a young reporter and writer of editorials for a newspaper in Rosenberg, I opposed his first campaign for Congress. By his second campaign for the job, I was in his corner then and for the rest of his career which took so many good turns.

There is an abiding truth is that when two people meet and develop a respect for one another, that respect does not require constant communications.

The lesson that has been brought home to me today, however, is that if you have those friends in life whose paths have gone their separate direction, go renew it today before it is too late.

Bob was everything a public servant and public official should be. I am glad that 30 years after we first met that I had an opportunity to tell him how much I respected and admired his career.

The country could use some more young, dedicated, smart, and tough Bob Gammages today.

His was a life well-lived in service to others.

Bob and I shared a number of things: political views, being descendants of the original settlors of Texas, past attorneys, and an appreciation for family and friends. Bob lived a really good life. My deepest condolences to the family. The good simply go too soon, don't they?

To this day, there is nothing for which I am more proud, humbled and honored than to say that I was a member of Bob's congressional staff in the late 70's. He was a caring, honest, and thoughtful Congressman, able and WILLING to work with those on both sides of the aisle to make a real difference in the lives of his constituents and the rest of the country. He was also an incredible teacher and I was so lucky to be his student then and later when he was on the bench in Austin....His humor, smile, warmth, and friendship will be missed......

Linda,

I was so shocked to hear of Bob's death. I had spoken to him a month ago to receive his help once more in my life...He was such a dear friend from our cradlerow days at Park Place Baptist Church and being classmates from the first through the twelfth grade. He meant so much to me and I cherish the smiles, hugs, and advice that he shared with me over the years. He will be missed by so many people and especially his Park Place friends and Deady and Milby family. We have lost a very dear friend. My thoughts and prayers are with you and his children, grandchildren, sister, and other relatives. God will supply you peace and comfort during this difficult time of grief.

Dear Gammage Family,
The world lost one amazing human being on 9-11-2012, Robert Alton Gammage.
Years ago, my husband,Dave Allred, and he worked as close-knit Legislators in a volitile period of Texas History in the House of Representatives. Through the years, Bob remained in touch with David to his delight and advantage. In fact, Bob was responsible for obtaining a burial site for him in the Texas State Cemeteary where Dave was laid to rest after a short period in Virginia's soil. This resting place was David's wish. Bob helped make that wish come true. After David's death, Bob continued to keep in touch with me our children, Rebecca (Becky), Stephen, and James (Jimmy). And we all appreciated his thoughtfulness.
Stephen told me of Bob's death tonight, and we are all deeply saddened. He was one of my heroes. He was a person to look up to in this life, because of his kindness, consideration, humor, sense of justice, intelligence, loyalty and honesty in every regard. His interest and care of people of all ages and in diverse circumstances was evident as well as productive. My children and I will miss his being here to hear that wonderful voice from time to time. Our prayers will follow you each through the days and weeks ahead as you feel his absence so keenly.
God bless you all.
Love,
The David Allred Family, Patricia (Pat), Becky, Stephen, and Jimmy

I first met Bob in 1969 when my husband (the late Ascension Razo) worked in Bob's early political career. We never fogot Bob throughout the years. Bob, as you wrote in my husband's obituary and I quote "we have lost a good man, a good public servant", well here it is back to you our great friend. You left us when our country needed you the most, but I know that you will guide us from Heaven. I feel the same sadness in my heart as when John Kennedy left us.

Lynda and family, I was heartbroken to learn of Bob's passing. I adored Bob for his wonderful gift to be the man of the people, all people. I greatly appreciate his wisdom and advice which I often asked for. Those of us, who had the honor of knowing Bob, knew he loved life, a good book, and he loved his family. This is one Democrat who will never forget the good he did in and out of politics. I will cherish my memories of our talks in the kitchen, his patients with Lynda and me, with our silly mishaps, and our love of politics. Thank you Bob! Peace and Sympathy be with you Lynda

This was such a shock to me! Had not heard of his passing! The last time I saw Bob was at the UCC reunion of 2005. When I saw him and recognized his face it startled me that he appeared shorter. I always remembered him as a taller man. Sometimes I guess the "power" that people have makes them appear larger than they really are! I worked for Bob and Dean Dorothy Cornelison as their secretaries for a year during my Jr. year at UCC! Because they were the Deans of all the 'kids' on campus I pretty much recognized everyone when I'd see them around campus (from having seen them in one of those offices at some time). I think pretty near every male student that was a 'transfer' from up North came to see him at some point during that year! Often thought we should install a revolving door to HIS office!! He was a man who decided what he wanted to do and then made sure that it happened. Think he left UCC after that year to get his law degree & he didn't let it just stop there! He worked his way up to be an important Judge! Many good memories from the year I worked with him. Judith(Judy Stewart)Lee
