Dear Waggoner Family,
My name is David Wendell. I had the honor of working with Ivan at the City of Phoenix, 91st Avenue Wastewater Facility. A major expansion was taking place but I cannot recall the exact year. It must have been the early 1980's.
Ivan was the most professional and intelligent person I have ever known. Ivan's dedication and integrity are shining examples for us all. He was in complete control of every situation; there were some wild ones! I envied and admired his talents then and I still do. What a wonderful role model he was for me and anyone fortunate enough to know him. I was sorry to see the project end and lose daily contact with Ivan. The project, despite it complexity, was the most sucessful that I know of at the City of Phoenix.
It is with great sorrow that I have learned of Ivan's passing. I hope many people benefitted, as I did, by just knowing this man. I will remember him as long as I live.
