Julie Horney Obituary

Julie Horney May 30, 1948 October 10, 2016 Julie Horney, of State College, passed away unexpectedly on October 10, 2016, while swimming in Puerto Escondido, Mexico at the age of 68. She is survived by her husband, Wayne Osgood, of State College; her children, Will Bernstein, of Pittsburgh and Ellen Bernstein, of Portland, Ore.; and her brother, Jim Horney, of Alexandria, Va. Julie was born on May 30, 1948, in Greensboro, N.C. to Julius and Mary Betty Horney. She graduated from McClenaghan High School in Florence, S.C. She received her B.A. with Honors in Psychology from the University of North Carolina, Chapel Hill in 1969, and her Ph.D. in Experimental Psychology from the University of California, San Diego, 1973. Julie devoted her professional career to the field of criminology and criminal justice. In 2014, she retired as professor of criminology and sociology from Penn State University, University Park. She had served as Dean of the School of Criminal Justice at the University of Albany, SUNY, 2002-2009. Julie spent much of her career as a professor in the Department of Criminal Justice at the University of Nebraska at Omaha (1975-2002), and she also taught briefly at Mercer University. In 1982-83, she was a Judicial Fellow of the Supreme Court of the United States. Julie was well known for her influential research on criminal careers, measuring crime, and rape law reform. She was a Fellow and past President of the American Society of Criminology and a recipient of its Herbert Bloch Award for service to the society and the profession. She had been a member of the National Consortium on Violence Research, the Board of Directors of the Police Foundation, the New York State Probation Commission, and the Nebraska Commission on Law Enforcement and Criminal Justice. Julie was passionate about politics, social justice and civil liberties, and she loved music, gardening, travel, and her wide circle of friends and family. A celebration of her life will be held from 2-5 p.m. on Saturday, October 29, 2016, at Mountain View Country Club in Boalsburg. In lieu of flowers, contributions in her name may be made to Music at Penn's Woods, the Arboretum at Penn State, or Everytown for Gun Safety.

Wayne, David and I send sincere condolences to you. We recall an enjoyable afternoon with you two on our deck in Eastham on Cape Cod a few years ago. Julie was a good friend from our time at UNC Greensboro and then after we transferred to a Chapel Hill. Julie was such a wonder- smart, funny, lived life fully, enjoyed her family, friends and colleagues. I went to high school with Julie and we were roommates our first year in college...my only complaint was that she kept hitting the "snooze" button instead of getting up in the morning! We got to visit a few times through the years when her work and her daughter's soccer brought her to Colorado. Julie was also the sweetest with my Mom in Florence and they spent several wonderful hours together during the reunion weekend. My love and condolences to all of Julie's family.

I don't have enough space to write all the things that matter about Julie's influence in my life. Needless to say, she always gave me time when I was a graduate student, and always danced the night away at Hot Spots gigs. More importantly, she always took the time to ask how I (and Nicky) were doing. Little things like that is just a small part of the kind of person Julie was.

Julie was an extraordinary administrator at the University at Albany, SUNY, an imaginative participant in community-university social justice programs, and a wonderful friend to so many of us who were her contemporaries in the great city of Albany, NY.
