L. Blankenship Obituary

Educator, 82, died Tuesday from complications related to Alzheimer's Disease. Son of Donna (Peterson) Whipple Blankenship and Milton Lloyd Whipple; brother of Paula (Kevin Long); beloved husband for 61 years of Irene (Brown); devoted father of Kim (Kenny Foscue), Eric (Gwen Tugman), Curt (Karmalita Bawar) and Carla (Mangine); and loving grandfather of Ethan (Foscue), Benjamin, Kayla, Lily and Jack (Mangine). After his family, he loved teaching, history, performing and music. He received his BA as a charter student at UC Riverside and his PhD from Cornell University then held faculty positions at UC Berkeley and SUNY Buffalo before moving to Washington, DC where he was appointed a charter member of the US Senior Executive Service holding executive level managerial positions at the National Science Foundation and the US Office of Management and Budget. He came to Chicago in 1984 as the Associate Chancellor for Planning and Resources Management at UIC. In 1991 he returned to teaching, then joined UIC's College of Urban Planning and Public Affairs at its formation. He retired in 2004 as UIC Professor Emeritus of Public Administration. Donations may be made to scholarship funds at UC Riverside or CUPPA at UIC; Cognitive Neurology and Alzheimer's Center at Northwestern Medical Center or the Alzheimer's Foundation. Memorial Services to be arranged.

Dear Irene and Family,
I offer my deepest condolences to you. Vaughn was a gentle and kind man whose experiences and perspectives guided generations of students and professionals. I am among the fortunate to have been touched by his thoughtfulness, dedication to his profession, and his kind human spirit. His advice and insight were instrumental to my decision to follow him to UIC in 2001. He will always be in my thoughts.
As will you.

Dear Irene and family,
I am so sorry to hear about Vaughn. He was one of my favorite people...as a professor, mentor, and former supervisor. He always gave me such great advice and always seemed to be enjoying life. Please accept my deepest condolences for your loss.
