Jerry Foster Obituary

Jerry Ann Foster died Tuesday, March 29, 2011, in Cambridge, Md. Service: 2 p.m. Saturday at All Saints Episcopal Church. Interment: Greenwood Memorial Park. Memorials: Should friends desire, gifts in her memory may be given to All Saints Episcopal Church Memorial Fund, 5001 Crestline Road, Fort Worth, Texas 76107. Jerry Ann Foster was born Jan. 27, 1932, in Fort Smith, Ark., to Catherine Josephine and Carl Tribble. In college, she received a Rotary Scholarship, which allowed her the privilege of attending the University of Manchester, England. There, she charmed the people of Manchester, making her an unofficial goodwill ambassador for Kansas in several news articles, while also being invited to the queen's tea. She later taught history at Topeka High School during the landmark Brown vs. Topeka Board of Education Supreme Court case. She attended Washburn Law School, where she was the first person named Top Freshman. She graduated from there in 1958 on the Dean's Honor Roll. She was a current member of the Texas Bar, the Kansas Bar and the Tarrant County Bar Association. She had a private law practice in Kansas for several years before moving to Fort Worth, where she eventually became regional counsel of the Greater Southwest Region (a five-state area). She worked for GSA for 22 years. Along with managing the nine-person law office, her work encompassed almost every aspect of law including administrative litigation with personal property, federal technology, contract law and personnel law, and assisting the U.S. attorney general's office in GSA litigation. She was a member of All Saints Episcopal Church in Fort Worth since moving to Texas in 1988. At All Saints, Jerry Ann was a member of the Confraternity of the Blessed Sacrament, the Society of Mary, the Women of All Saints', regular Bible study and daily attendee at Holy Eucharist. Jerry Ann was married in 1958 to Jim Foster, who preceded her in death in 1994. She had six children and 10 grandchildren. Survivors: Children, Catherine Josephine Lewis and husband, Jim, and their daughter Sarah, Jim Franklin Foster and wife, Susan, and their sons, Jason, Micah and Nicholas, Matthew Brian Foster, Sarah Foster and her children, Austin and Anna, Samuel Andrew Foster and wife, Leslie, and their children, Joel, Adam and Clara, and Joshua Carl Foster and wife, Gretchen, and their son, William.

I am so sad and heart broken to learn about my cousin Jerry Ann passing away so suddenly. My prayers are with her children and all her family. Jerry Ann loved her family and was very proud of them all. What a honor to have known her and be a part of her life. I will miss her so much.

I received the news of Jerry's passing from our aunt Adelene Neislar. We lost touch over the years but who could forget the effervescense of Jerry? As a child, I was thrilled when she sent postcards from NYC and England! We spoke a few weeks ago and she recommended a book Three Cups of Tea--I just finished reading it. I worked with Jerry Ann for the 22 years she was at GSA. We traveled together for court cases and resolved many issues for GSA. She was a wonderful person and friend. I am proud to have known her and worked with her. She was the best and she will be missed.

My heart broke when I heard Ms. Jerry Ann unexpectedly passed this past week. I only knew her for a very short time, just over a year and a half, as I started with GSA May of 2009. Ms. Jerry Ann was the type of woman that you just immediately gravitate to. When she spoke, I listened. When she was handling difficult situations, I was watching very closely. When she gave words of praise, I felt as if there was no way that I could live up to the kind words she shared with me, but she gave them none the less. One of the first things I learned about Ms. Jerry Ann was that she was a believer that readily shared her faith. I also learned that she was a very kind, gentle, but tough, professional woman who had high standards of performance and conduct. I was impressed and amazed by the way she handled her profession, as well as every personal encounter, with great purpose.
She taught me so much in such a short time, and I miss her so much. I feel God has blessed me, because I had the chance to know her. She will forever be in my heart. To her family, whom I did not have the pleasure of knowing, let me say my heart goes out to you all. I know you are proud of who Ms. Jerry Ann was, and I know she left behind a beautiful legacy in each of her children and grandchildren. I was very saddened to learn of Jerry Ann's unexpected passing. I had the honor and privilege of knowing and working with Jerry Ann for the last 21 years. What an absolutely amazing woman both professionally and personally. She has inspired me with her integrity and genuine desire to be fair to everyone. She had an absolutely beautiful soul. My thoughts and prayers go out to all the Foster’s and all us Tribble’s. It is good to be reminded here by her friends at GSA of that smile and laugh which brings thought of her right back to me. In this past year, while I was in and out of Ft Worth, she was never too tired to have me over for dinner. We enjoyed sharing news of family and all our laughter and commiserations about civil service have meant so much to me. Wish I was there with my cousins at this difficult time but rest assured that my heart is.
