Halloin, Mayor Samuel J.

Samuel J. Halloin, 89, Green Bay, passed away Friday, January 11, 2013. He was born March 20, 1923, in Lincoln, WI, to the Dr. Louis Halloin and Laura (Thiry) Halloin.

Samuel grew up in Luxemburg, WI, attended the University of Wisconsin-Madison, and served in the Army in World War II as a medical corpsman. Samuel was a participant in D-Day and the liberation of Dachau. Upon returning to Luxemburg in 1945, he met and married the love of his life, Isabelle (Mastricola) Halloin. He worked for the State of Wisconsin at the Green Bay Correctional Institution and later as a Consumer Affairs Investigator. During that time, Samuel served as both a City Alderman and County Board Supervisor and was elected City Council President and County Board Chairman. In 1979, Samuel was elected Mayor of the City of Green Bay and served as mayor from 1979 until 1995. He also served as President of the Wisconsin Alliance of Mayors. As mayor, Samuel presided over the Broadway Redevelopment District, the East and West Side Industrial Parks, and many other city developments. In his free time, Samuel enjoyed building, camping, and boating.

Samuel is survived by four children, Mary Halloin, Green Bay; Ann Halloin (Judith Webb), Scituate, MA; Thomas (Linda) Halloin, De Pere; and Elizabeth (Halloin) McDonald, Ashland, IL; seven grandchildren, James Hansen, Anthony (Noelle) Halloin, Peter Halloin, Evan (Margaret) Halloin, Sara McDonald, Annie McDonald, and Jack McDonald; one great-grandchild, Maren Halloin; and many nieces and nephews.

Samuel was preceded in death by his wife, Isabelle; his son, Samuel Jr.; three brothers, Louis, Frank, Sidney; and two sisters, Laura Knospe and Grace DiFrances.

Friends may call at Blaney Funeral Home, 1521 Shawano Ave., from 4 to 8 p.m. Sunday. A Celebration of his Life will take place at 7:30 p.m. Sunday. Burial will be in Allouez Catholic Cemetery. To send online condolences, please go to www.BlaneyFuneralHome.com.

My sincere condolences to the Halloin family. Sam and I were opponents over the years, but I was pleased to endorse him and help him win his 4th record breaking term as Mayor of Green Bay. He was always a gentleman and I appreciated the several times he gave me words of encouragement after he retired from office. He helped set the foundation of many good things in Green Bay and was a modest man unconcerned for personal recognition like so many politicians are today. I'm sorry I was out of town and unable to give my condolences in person. God rest Sam's soul.

Wnn ibThat Sam was a dedicated public servant is well known. What is perhaps a more private side your dad was always very sweet to all the neighborhood children.
Your dad, together with your mom, were respected not only for the work that they did outside the home, but also for what a loving family they nurtured inside that home.

I had the privilege of getting to know Mayor Halloin when I worked at the Geen Bay Area Visitor and Convention Bureau. Mayor Halloin was a caring, kind and humble gentleman. I think he was one of the best leaders Green Bay ever had. God bless you, Mayor Halloin, and thank you for your life of unselfish service to others. Sam Halloin realized many of his visions for the City of Green Bay. With Chet Miller he oversaw additions to a wonderful park system, a great gift to the future. With Clyde Crabbe he develoed an infrastructure that was the envy of the State. With the Redevelopment Authority he championed businesses on both sides of the Fox River and the creation of Industrial Parks. His legacy will be visible for many generations. And he was a true and loyal friend. God Speed, Sam.

Ann and Mary, I am sorry to hear of the loss of your father. He was a real gentleman. My mom and dad (Kay and Orville Thayer) would chuckle every time it snowed when he was mayor. they said for years that they enjoyed their street being plowed so early at that time.
