LOUIS FOSTER Obituary

In celebration of the life of Louis Edward Foster Jr. of San Rafael California. Born December 6, 1926; died February 13, 2011. He is survived by his sister Joanna Forrester of Grants Pass, Oregon, and daughters Sharon Giovannoli of El Sobrante and Roberta Davis of Novato. He is also survived by step-son Victor Adams of Salem, Oregon, grandsons Chris Giovannoli and Greg Giovannoli; other grandchildren include Barbara Kropf, Kelly Adams, Nelson Adams, Glen Adams, John Adams, Gwen Adams-Massey, Niki Adams and Chelsea Adams. Lou's great-grandchildren are: Vincenzo Giovannoli, Isaac Kropf, Ethan Adams-Massey, Parker Adams and Zoe Adams. His wife, Frances Foster, and ex-wife, Arlene Foster, preceded Louis in death. Lou was born in Marin County and remained a life-time resident; he was among the Marin County schoolchildren who celebrated the opening of the Golden Gate Bridge in the walk across to meet the S.F. schoolchildren the day before the bridge opened to automobile traffic; he graduated from Tamalpais High School and served in theU S Navy. Upon leaving the Navy, he joined the San Rafael Police Department, faithfully serving the San Rafael community for 31 years before retiring in 1981 and earned many citations and praise. His most effective service was his 17 years as the Juvenile Officer, working with the school districts, not only in San Rafael, but other districts in the county as well. He helped in the training of many men and women who came to work in the SRPD. When he retired, his work and life were heralded in an editorial in the Independent Journal on September 29, 1981, entitled "Lou Foster, man for generations". Lou was a member of many community organizations including the Lions Club, Sons In Retirement, Goldenaires, Marin Rod & Gun, Footprinters (police organization), Northern California Juvenile Officers Association, and Native Sons of the Golden West Monte's Chapel of the Hills ~ 415-453-8440

My kids always remember you buying them candy when I would bring them to the department. (You STILL owe me for those dental bills!) God bless and rest in peace my friend. 3X1

Lou Foster was class. He treated new officers as if they were family. I regret not ever having Lou as a patrol sergeant. He was truly one of SRPD's Finest.

I joined SRPD in 1972, and Lou was the first one to welcome me. We had many good conversations and laughs. He was a nice guy and will be missed. My wife Rae, will always remember his kindness and humor.God bless you, 3X1.

"Officer Foster" trained me as a crossing guard at Laurel Dell School a LONG time ago. He made such a fantastic impression on me that I still remember him after all these years. I used to love telling friends about my experience when reminicing. He made me feel proud of that position. He was a wonderful person.

Lou was a very special person - quiet but friendly, always with a smile, softly spoken but smart. I will miss him at our Footprint events. He was a Footprint member for years and also a member of Marin County Association of Retired Employees. His loss will be felt by many. Ann Greory, San Rafael
