Dear Phyllis and Joe:

I'm so very sorry to hear of Ray's death. Ray was one of my hero's, and I looked up to him with great admiration during my career with the Highway Patrol. He was one of the most competent of administrators, and certainly made the Patrol a better place for having served. His sense of humor was unequaled. Ray - Have a wonderous and exciting journey.
