I am saddened to read of Mr.Winters passing. I had the privelege of knowing Bill as an employee of Republic Const. Over the years the company did numberous projects at LWDD and for me it was always a pleasure when I heard of a new project there. Bill was absolutely the best person anyone could hope to work with. He had an uncommonly friendly attitude and a great sense of humor. To me he was a friend. It was a privelege to know him and everytime I drive by LWDD I will be reminded of him.
