LCDR Michael Carl, USN (Ret)., died unexpectedly Aug. 10, 2010, while on business in Washington D.C.

Mike was born Feb. 9, 1955, in Victoria, Texas, son of the late Martin Jerome Carl and Nelda Bearer Carl. A 1973 graduate of Indiana Area High School and 1977 graduate of Indiana University of Pennsylvania, Mike served in the U.S. Navy from 1977 through 1994 and retired a lieutenant commander as a special operations and explosive ordinance disposal officer and Navy diver. His medals and ribbons include Meritorious Service Medal, Navy and Marine Corps Commendation Medal (2), Navy and Marine Corps Achievement Medal, Navy Unit Commendation, Battle E Ribbon, Navy Expeditionary Medal (2), National Defense Service Medal, Armed Forces Expeditionary Medal and Sea Service Medal (4). At his death, he was employed by NAVSEA as a chemical/biological defense-individual protection equipment manager, responsible for the development and sustainment of protective equipment for deploying forces to ensure the safety of military and civilian personnel against chemical and biological threats.

Mr. Carl is survived by his wife, Viola Kramer; and two daughters, Brittany and Michaela, who reside in Florida. He was the loving brother of his surviving siblings, Matthew Carl, Mary Joan Carl and Joseph Carl.

There will be a military memorial service at 2 p.m. Friday, Aug. 20, 2010 in Panama City, Fla., at Kent-Forest Lawn Funeral Home. A gathering will be at 1 p.m. until service time. In lieu of flowers, the family suggests a donation be made to the Navy-Marine Corps Relief Society, 875 N. Randolph Street, Suite 225, Arlington, Va., 22203, or Transportation Fund for the Shaddai Shrine Temple, Shaddai Shrine Temple, P.O. Box 16115, Panama City, Fla., 32406, in memory of LCDR Michael Carl, USN (RET).

I worked with Mike from the time he became PM at Indian Head until I retired from CSS in 2005. He was a unique individual and I valued our friendship. I will miss him.

My deepest condolences to the Carl family. Mike and I worked together at EOD Mobile Unit One in Virginia Beach and then while Mike was at the program office in Indian Head. It was a total shock to hear of his passing so suddenly and especially hard since he was on travel away from home. He was always fun to work with, dive with (especially teaching him how to catch lobster in Hawaii for dinner at your house) and going to lunch in the mini van with that music blairing. He will be greatly missed by the EOD community and personally by me.... he was a ball of fire to be around. I am deeply sorry that he is gone. God has blessed us all with his presence. One of the brightest stars of the Carl Family Galaxy has left us but our memories of him will last forever. We are blessed that we had the good fortune to see and chat with him at the Carl Family Reunion held on July 10 at Kim and Scott's awesome place. He furnished the 2010 Reunion t-shirts and was so full of life and vigor. He will be sorely missed.

Our hearts and prayers go out to Viola, Brittany, Michaela and Diane. Also to his siblings: Matt, Joan, and Joe and their families.
