William Moyer Obituary

DOVER - William F. Moyer died on Dec. 24, 2016. A true Delawarean, Bill was born in Lewes, grew up in Laurel, and called Dover home for over 40 years. He was a tireless steward of the environment, retiring in 2004 as Manager of the Wetlands and Subaqueous Lands Section for the State of Delaware at the Department of Natural Resources and Environmental Control. He continued his passion for protecting the environment through consulting and serving as President of the Inland Bays Foundation. He penned numerous letters to the editor, wrote columns for Delaware publications, and testified before the State Legislature on the importance of protecting Delaware's precious watershed. Bill was an NCAA All-American swimmer at Dickinson College in Carlisle, Pa. He was the first athlete at Dickinson College to be named All American in any sport, breaking numerous records in the breaststroke.He ran countless triathlons, trained with the Delaware Bricks, was a Master's swimmer for 17 years and was inducted into the Delaware Sport's Hall of Fame in 2011 for his many athletic achievements. He also coached Delaware Special Olympics and completed his first marathon in 2014. He was a passionate explorer of the world, visiting Kenya, Argentina, Australia, Belize and America's national parks for both leisure and environmental projects. He was in continuous search of natural beauty. His sense of humor was ever-present. He had many friends and enjoyed bonding through travel, bike rides or long lunches at the Modern Maturity Center in Dover. Bill's first impulse was to be of service. He volunteered for foster children in Delaware, and helped out friends and strangers alike. After several years of study he was ordained as a minister in the Church of the Movement of Spiritual Awareness, providing blessings in a range of contexts and serving as a wedding officiant. Bill is survived by his wife, Katherine S. Moyer, of Dover; his daughter Jennifer Mulveny; son-in-law, Jason Mulveny; and two grandsons, Maxen Philip Mulveny (9) and William Rhys Mulveny (7), of Sydney, Australia. He is also survived by his twin brother, Michael S. Moyer, of Washington, D.C.; and, sister Elizabeth Brogan, of Frederick, Md. A memorial service for Bill will be held on Tuesday, Jan. 3, 2017 from 2 to 4 p.m. at the Modern Maturity Center, East ballroom, at 1121 Forest Ave., Dover, 302-734-1200 In lieu of flowers, Bill's family requests that donations be made to the Inland Bays Foundation thru their website at inlandbaysfoundation.org/donate. Bill was my "Little Brother" in Sigma Chi at Dickinson. He was such a marvelous athlete (an All-American swimmer), it's a shock to learn that now, he's gone. Rest In Peace, Brother.

I attended Bill's memorial service on Tuesday. Here are some thoughts I would like to share with his family and friends. Those of us who worked for the Division of Fish and Wildlife recognized a kindred spirit in Bill. He always was on the conservation side of any natural resource issue and was a tireless advocate for those resources. After retirement he continued his environmental advocacy, even if it was politically unpopular. On a personal level I fondly remember a couple of fishing trips with Bill. One in particular speaks to his love of the outdoors and his competitive side. We were scheduled to attend an Inland Bays STAC (Scientific and Statistical Advisory Committee) meeting in Lewes. I suggested that Bill bring a fly rod or spinning rod so that we could fish on the Cape Henlopen flats after the meeting. When the meeting was finally over, we raced down to Henlopen Point and waded out on the flats at low tide. He went out on a finger slough about 80 yards from me. After fishing a while, I managed to take a 24" striped bass on my fly rod which I held up by the lip so Bill could see it before I released it. I never saw him catch anything, but since I wasn't watching him the whole time, I didn't know what he caught, if anything. At the end of our excursion he walked over to me and I asked how he did. He stared at me for a second or two and finally said "I hate you Miller." I will miss you Bill, as will all of us associated with the Inland Bays, estuaries, and freshwater wetlands of DE.

Even though we grew up in the same home town- Laurel I didn't meet Bill till 2006 at the Center for the Inland Bays. I subsequently had the pleasure of inviting him to become the First President of the newly formed non profit Inland Bays Foundation. He was a hard working fella that I really admired. I also attended his brother Charlie's funeral a year of so ago. They both will be missed.

Katherine and family, I was very sorry to learn of Bill's passing. I served on the Board of Directors of the IBF with Bill. I always enjoyed his humor and his deep desire to advocate on behalf of our Inland Bays. Like all of you, I will miss him. Sincerely, Bob Adams
