Age 87, died peacefully in Phila., on December 11, 2017. He was born in Evanston IL, to the late Harry and Florence Osborn. His wife, Susan P. Osborn died in 1969. He raised their 2 small children on his own after that time. Surviving are son Edward, daughter Barbara, brother Howard, and 3 grandchildren.
A graduate of Swarthmore College, he received his PhD from Columbia University. He was professor and chairman of the Department of Political Science at Temple University before his retirement. As an avid violist, he was a long-term member of several community orchestras. He enjoyed exten-sive travel including frequent bird watching trips in his latter years. He was deeply involved with the communities of the Germantown Friends Meeting and later First United Methodist Church of Germantown.
A Memorial Service will be held at 2 P.M., Saturday, February 17th, at First United Methodist Church of Germantown, 6001 Germantown Ave., Phila. 19144.
