Mrs. Frances Jenkins

Fran Jenkins, beloved mother and grandmother, passed away on Friday, October 8, 2010 at the home of her daughter, Karen Jenkins, in Dobbs Ferry, NY.
The cause was liver cancer.

Frances Yvonne Jenkins was born on August 6, 1929 to Clara Beatrice Alexander Gibson and Raymond E. Gibson in Oak Park, Michigan. After high school and business college, she worked as an executive secretary at General Motors and Ethyl Corporation. She married William R. Jenkins in 1949, and together they raised their two daughters, Kathryn Marie and Karen Gail, in Ferndale, Michigan, a suburb of Detroit.

As her children grew, Fran began her lifelong involvement in community affairs, serving as PTA president in their schools and on the Ferndale school board.

In 1977, she and Bill moved to Redding, where she reveled in the climate's effect on her roses, filled every inch of shelf space with canned fruit and vegetables from Bill's expansive garden, and grew comfortable with the steers and chickens he raised, if never with the snakes in the pasture.

Fran continued her commitment to community in Redding, where she served as president of the Shasta County Cattlewomen's Association and sat on the boards of the Redding Symphony and Shasta Women's Refuge. She was active in Redding Republican Women's Federation, serving two terms as president and proudly hosting a table at the annual Christmas tea for many years. In 2004, RRWF named her Woman of the Year. She was most proud of the Parkview Neighborhood Association, with which she was deeply involved. Fran was a fervent advocate of literacy, reading frequently to children at the Juniper School, donating books requested by teachers to the school library, and helping to raise funds for the new Redding Public Library. She was also a long-time member and supporter of Turtle Bay and Haven Humane Society.

Fran regularly attended Redding City Council meetings, where she weighed in on many issues, earning the affectionate nickname, "Front Row" Fran. She frequently led the Pledge of Allegiance to open the meetings. Her devotion to community service won her many awards, from groups ranging from the Women's Refuge to the Northern California Veteran's Cemetery. In 2002, State Assemblyman Dick Dickerson recognized her years of community service by naming her "Woman of the Year" in a ceremony at the State Legislature in Sacramento.

Over the years, Fran touched many lives through her unshakable belief in old-fashioned civic virtues, her strong but tolerant political views, and her tireless committee work. For decades, she was also the baker and giver of legendary Christmas fruitcakes that were eagerly awaited by those lucky enough to be on her long list.

Fran was predeceased by her husband of 43 years and her daughter, Kathy.

She is survived by her daughter, Karen, of Dobbs Ferry, NY, her grandchildren, Althea and Jeremy Webber, and her sons-in-law, Greg Otto, of Shasta Lake City, and David Webber, of Dobbs Ferry. Her family suggests that donations in her memory be made to the Redding Public Library, the Shasta County Women's Refuge, or the North State Symphony.

A memorial service will be held in Redding at a date to be announced.

Fran and I were not close friends, but we worked together a lot for many years through Republican Women and every once in a while we would have a long telephone conversation, which we both enjoyed very much.

Fran was a wonderful person. I particularly admired her for having the courage and energy to do the things I knew I should do too, but didn't! :-)

I will miss her, but I know how much she missed Bill and am glad she is with him again.

I may not be able to attend the memorial service and I have no address to send a note, so this will have to do!

My Aunt Fran truly was a remarkable woman.I remember visiting her and Uncle Bill as a child - the backyard barbeques and playing with my cousins are wonderful memories. Her enthusiastic and positive approach to life were inspiring. She will be missed indeed. Good night, sweet lady, and may flights of angels sing thee to thy rest.

I have only known Fran for just over a year....what a wonderful, loving, fiesty woman she was. Quite a role model. We shared several "loves"...politics, reading and of course our very favorite man. Fran, you will be sorely missed by me on many levels, but mostly because I was so looking forward to spending more time with you. Rest in peace. Karen David, Althea, Jeremy, Greg...and the many, many friends Fran cultivated throughout her life...my heart aches for your loss.

I will begin by saying how hard it is to put into a few words what a wonderful woman we knew in Fran. She was our neighbor, our friend, a giver of treats, a lender of ear and one of the most beautiful people we have ever had in our lives. We will cherish always the countless moments spent sitting on her porch talking of Art, sharing vacation photos and family stories, or just sipping a glass of lemonade. Fran, we miss you so much, rest now in peace. Our thoughts and prayers go out to your family.

Fran was always an outstanding next door neighbor to the Ulberg family. Even though I now live hundreds of miles away from Redding, my wife Pam and I always made it a point to stop by the old Parkview neighborhood to visit with Fran. Our last visit with her found us walking through her pasture on a warm sunny afternoon, reminiscing about the old days when our beloved famiy members were still with us and how things were changing. I always admired Fran for her civic pride and her willingness to challenge those whose actions were not in our community's best interest. Without Fran, Redding and our old neighborhood will ever be the same. Pam and I extend our heartfelt sympathies to Karen, David, Althea, Jeremy and Greg. May peace be with you Fran. I only got to spend limited time getting to know Fran in person, however through the many stories my sister, Lana, told, it was easy to see how her daughter Kathy was such a compassionate and passionate woman. She learned it first hand through her own mother. My life has been blessed to have had them both in my life, and my heart aches less knowing they have been reunited. My sincere condolances, Tammie.

What a phenominal woman! We met Fran only a few times when visiting (from Michigan) Kathy and Greg, and saw her again when we were in Redding after Kathy passed away. She was gracious and feisty and showed great interest in a wide range of conversational topics -- and we felt honored to get to know her with what little time there was during the visits.
