FRANCES SPENCER Obituary

Frances E. Spencer July 4, 1919 - June 13, 2012 Frances Spencer passed away peacefully with her husband of 66 years nearby. Born in Georgia, Frances served as a WAC in the army and came to Oakland CA after WWII. She met Wyner Spencer Sr. and they were married in 1946. They settled in SF, bought a home in Bernal Heights, and had 7 children. Frances was an active community organizer during the 60's and 70's where she was affectionately known as Mama Spencer. Frances started the Bernal Heights Girl club and assisted with establishing the Senior Center and Neighborhood Health Center. Frances was able to assist neighborhood youth find jobs through her community connections. Frances encouraged her children to excel in school and was active in the PTA. Frances loved the 23 Psalm and confessed that Jesus Christ is her Lord and Savior. We will miss her but are joyful that she is with the Lord. Frances is survived by husband Wyner Spencer Sr., daughters Mary Spencer, Ivy Steverson, Vivian Miller, son Wyner Spencer Jr, 10 grandchildren, 7 great grandchildren, and 1 great great grandchild. A Memorial Service will be held on Wednesday June 27th at 11:00AM at Duggan's Serra Mortuary, 500 Westlake Ave, Daly City.

Mrs. (Mama) Spencer will surely be missed but never forgotten & for all of the lives she enriched. Mama Spencer was an icon to all of the neighborhoods that received the benefit of her efforts to make sure youth had jobs, guidance, and support. Her vision and dedication made San Francisco a better city. I am friends of her son Wyner, Jr. and I know that he is a direct reflection of his mother and father who are the reason San Francisco is a city of change and a city that cares. I pray we don't lose everything that Mama Spencer stood for. - Derek L. Toliver
