My name is Jerry J. Barbera, P.E., MSCE. I had the honor of knowing and working with Tom Briggs for the 20+ years I worked for the ICBO and ICC. As manager of the Northwest Regional Office, I spent a lot of time with jurisdictions in my area, but always enjoyed coming to Whittier, CA for our quarterly meetings.

Tom was always had a very calm demeanor, and was always willing to stop and discuss some interpretation or the like and treated everyone with great respect and kindness.

He was a suburb engineer and code "master," plus he was always available to give advice or just "chew the fat", when we regional managers came for a visit. Although I only had tangential conversations with Tom after I left, I still remember him with fondness and comradeship.

I wish I could have come to the Funeral, but my thoughts were there when Paul Brallier called me a few weeks ago about the death.

I am truly grateful to have been a friend of his and I will really miss him.

Sincerely,

Jerry Barbera
