Every time I met and talked with Mr. Horst, he was always so kind to me. I will never forget that. My sympathy goes out to his whole family.

Carl & I came into the Navy's JAG Corps at the same time in 1970 and were members of the same Naval Justice School class. He and Shirley have been long time friends. He was a great Naval officer and lawyer. He will be missed. Tom Watson, CAPT, JAGC, USN (Ret)
