I hope I don't sound like a fool here, but I'm hoping I have the correct Mr. Castlebury.
On behalf of Mid-Cities Civic Association, our thoughts and prayers are continued to be with the family throughout this tough time.
The reason I say I hope I have the correct Mr. C. was because no one at the Civic Association could tell you his first name (some of our older members could, but they were never around to ask). Mr. Castlebury was a Lifetime Member of Mid-Cities Civic Assoc...one of the founding members actually.

I thought you would like to know what one of Troy's many admirers recently wrote to me:
"Troy represented a lot of things to me, and I’m sure to others as well, such as that depression-era grit, the World War II patriotism, and the VDOT can-do spirit."
How very true. Troy will be remembered and missed by many.

Mr Castlebury was my neighbor and friend.He was one of the first people to ever see me.He often told me this story.He took my Mom and Dad to Medical College Hospital.It was snowing.He said as they pulled up to the hospital the Dupont whistle blew at 7a.m. my time of birth was 7:06 a.m.He loved to tell me that story and I wanted to share it with you .He was so caring and the best person a young girl growing up could look up too.Becky Tol Ananda and Luci my heart and much felt love and sympathy is yours Mary Anne Mugler Perez

Troy was a wonderful, unique man that I was blessed to know since his "first" retirement from VDOT in the 1980s.
He was gifted with great common sense, a very strong work ethic, the greenest thumb, a generous heart, and incredible instincts about people and machinery - he knew what made both tick.
Troy called himself "the ole mule-skinner," recalling his earliest days w/the "highway department" as a 16-yr-old who tended the mules used to pull equipment to build Harrowgate Road in Chesterfield County.
I believe Troy worked for the agency for 66 years - probably a record - in salaried and part-time positions. He retired after 50 years, then twice again from the part-time work, once so he could take care of his beloved Anna, or "Momma."
A friend has said Troy's passing marks the end of a VDOT institution. He's right. I'll miss my funny old friend, his great stories and his wonderful vegetables.
My condolences go to the Castlebury family, particularly to Troy's granddaughter, her husband and her children. He was very proud of each of you.

Mr. Castlebury was indeed an institution at VDOT. He had wonderful stories to tell. I'm so sorry for your loss.
