The Air Transport Association of America awarded him the prestigious "Nuts and Bolts" award in recognition of his outstanding leadership in the Flight Standards Service. Jim earned a Bachelor of Science in Professional Aeronautics from Embry-Riddle Aeronautical University. He also earned an aviation maintenance technician degree from Pittsburgh Institute of Aeronautics. Jim was a member of the National Air Transportation Association (NATA) and the Air Charter Safety Foundation. Jim was a devoted Steelers fan, avid golfer, and model train enthusiast. I'm so sorry to hear of Jim's passing. Jim and I were best buddies in Vietnam in 1972. We were on the CC Bay together. We spent many hours together being on a ship. He was a great guy who loved life. I was fortunate to have Jim as a friend during this time and have many great memories of him.

I was very sorry to hear about Jim's passing and wish to convey my sinceres condolences to his family. I worked for FAA from 1979 until my retirement January 2006 and had the opportunity to work with Jim 2004-2005 time frame with regard to Amerijet International (I was their POI) to have them approved for ZERO Gravity flights. Because of Jim's professionalism and assistance as AFS-1 and other Headquarters ASI's, they received approval. Jim's leadership and professionalism were paramount in this endeavor. I will always consider it an honor to have known him.

Jim was an amazing man and my father's best friend. Even when he got sick himself Jim would call to check on me and how my health was. He'll always be important to me and to my family and I'm so sorry that this world and his family had to lose such a great man, father, husband, and friend.

My condolences to the Ballough family. I had the honor and privilege of working with Jim both in Pittsburgh and in Washington. He was a great leader and led his team through some trying times after 9/11. He truly made a difference in Aviation Safety.

I first met Jim about a year-and-a-half ago as he interviewed me for my position at CAVOK. His wit, energy, presence, and obvious passion for aviation so overshadowed the health challenge that he casually mentioned as we talked that I thought to myself that if anyone could beat this thing, this would be the man. Well, he did - in surviving longer than 99% of the population, with the same passion, dignity, and strength that took him to the highest ranks of the FAA.
ALL of us have been so fortunate to know Jim as mentor and friend. It always brings a smile when, buried in research, I find his signature on an Advisory Circular or other FAA document. It was always a delight and felt like an honor to hear from him.
His legacy will live on - in all the lives he touched, and in the safer skies that he helped to create for us all.
May God now bless you, Jim, with peace, freedom from pain, and rest, and bless your family with comfort and the joy of happy memories.

To the Ballough family, As a RN at PCI, I was often Jim's nurse for his treatments and we got to know each other well. I am saddened by the news of his death but so thankful I got to be involved in his care. He was a true inspiration to me with his fight against cancer and despite some difficult times, he always had a smile and kind word for everyone. He was a joy to see and, and I can honestly say he is a person I will always remember. I am so thankful our paths crossed. I am thinking of you all at this time. Nancy Griffith, RN

As I'm sure you already know, Jim was a beloved leader, and great friend and was always willing to fight to make the right things happen. He will be sorely missed by all of us and the strength and courage he showed in the fight to stay longer is evidence of the love he had for you. He spoke of you often and the pride in his family always came through. We are so much better for having known him and are diminished now that he is gone. You will be in our prayers.

What an inspiration this man was, he befriended my father in his early stages of diagnosis and gave us such hope for survival. Such an honor to have met someone with his strength and kindness. Prayers to his family, the world has lost another great one to this horrible disease. RIP Jim.

Our condolences to the entire family and many prayers are said for your strength during this difficult time. Jim put up a great fight and accomplished so much during his life. We know how proud you are.
He's at peace and in a better place. Rest in Peace, Jim.

My condolences to the Ballough family as you adjust to this change in your journey through life. Rest in the comfort of knowing that Jim ran the race and finished what he was placed on the earth to do. I thoroughly enjoyed being one of his employees at the Federal Aviation Administration (FAA) in the Flight Standards organization. He always had kind words and adoration for the work I performed as one of his Headquarters employees. He retired from the FAA, but his legacy continues to thrive in the Aviation Safety line of business. He left an indelible mark, and I am glad I had the opportunity to walk on a path that allowed ours to cross.

To the Ballough Family - I am saddened to hear the news of Jim's passing. He will be missed by many. Jim was my first Supervisor at the FAA Pittsburgh CMO when I hired into the agency, 19 years ago. He was a great leader and friend. Even when Jim was promoted to AFS-1, he always remembered his friends and coworkers from Pittsburgh. I recently had the pleasure of having dinner with Jim when I traveled to Dallas for work. I am thankful I had that time with him. Please know my thoughts and prayers are with you during this most difficult time.
