ROY SCHOTLAND Obituary


ROY A. SCHOTLAND  
On Sunday, January 26, 2014 Roy A. Schotland of Washington, DC. Beloved husband of Sara Deutch Schotland; dear father of Rebecca Schotland Wolsk and Joseph Deutch Schotland; beloved father-in-law of Nicole Stata and Jeremiah Wolsk; dear grandfather of Claire Coleman Wolsk, and Mai, Kai, and Eli Stata Schotland. After graduating from Harvard Law School, Professor Schotland served as a law clerk for U.S. Supreme Court Justice William J. Brennan and was an associate with the New York firm Paul, Weiss. He then taught law at the University of Virginia and University of Pennsylvania before moving to Georgetown University Law Center as a professor and associate dean. He was the co-editor of Administrative Law, Cases and Comments (9th ed., 1995). Other writings included: Conflicts of Interest in the Securities Markets (ed.), Divergent Investing of Pension Assets, Campaign Financing of Elective Judges, and Proposals for Campaign Finance Reform. He consulted for the Federal Reserve Board, Congressional committees, state pension systems, the Government of Bermuda, and the ABA on campaign finance. He was a member of the American Law Institute and Senior Advisor to the National Center for State Courts. He worked on several reform efforts: the TIAA-CREF pension system, judicial elections, and judges' pay. In addition to his work, his interests included: reading mysteries and Ancient Greek plays, listening to music, going to art museums, traveling, and spending time with friends and family.  A funeral service will be held at Washington Hebrew Congregation, 3935 Macomb Street NW, Washington DC at 12:30 on Friday, January 31. Interment to follow - for extended family - at the Washington Hebrew Congregation Memorial Park, 1380 Alabama Ave. SE, Washington, DC. The family will receive friends Friday evening; time and place to be announced. In lieu of flowers, memorial contributions may be made to the charity Donors Choose: www.donorschoose.org. I was very saddened to learn of Professor Schotland's passing. I was privileged to take Constitutional Law I, Administrative Law and Regulatory Policy, and Election and Campaign Finance Regulation from him at Georgetown. He inspired me to pursue a career in election law, which I have practiced at the FEC for 21 years. I had Professor Schotland in the "small section" for Con Law I my first year; only he would have taken the time to stage a full-scale practice run-through exam for the whole class, so that we could learn the art of taking law school exams. He will be sorely missed.

Roy was a kind, loving and learned gentleman, a true ambassador to Washington, D.C. He had a passionate love of art and beauty and made himself available for personal tours of the art museums. He listened to others opinions and enjoyed friendly debates on any subject - a true renaissance man. We will miss him always.

I am very sad to learn of Roy's passing. He was a giant among attorneys and professors specializing in constitutional law. I learned a lot from him. Roy played a major role in reapportionment law by helping Justice Brennan reach a majority in Baker v. Carr. Much of the rest may never happened without his efforts. He will be missed.
