LAPSLEY HAMBLEN Obituary


HAMBLEN Judge LAPSLEY WALKER HAMBLEN, JR. The Honorable Lapsley Walker Hamblen, Jr., 85, retired judge of the United States Tax Court, died September 10, 2012 at his home in Falls Church, Virginia from cardiac disease. He was born in Chattanooga, Tennessee on December 25, 1926. His parents were Lapsley Walker Hamblen, Sr. and Libbey Shipley Hamblen. He was a graduate of the McCallie School in Chattanooga and the University of Virginia, receiving a B.A. in Economics in 1949 and an LLB from its Law School in 1953. He served in the United States Navy during World War II. During his college years he was a member of the football and boxing teams, Phi Delta Theta fraternity, which he served as President in 1948, Eli Banana and IMP Society. He served as President of his Law Class and was elected to the Order of the Coif, Omicron Delta Kappa and the Raven Society. He was admitted to the Bar of Virginia, Ohio and West Virginia and was a partner in the Lynchburg, Virginia Law Firm of Caskie, Frost, Hobbs and Hamblen and predecessor firms which he joined in 1957. He was listed in the first edition of the Best Lawyers in America (Tax) and also Who's Who in America and Who's Who in American Law. Prior to 1957, he served as a lawyer in the Regional Counsel Office of the Internal Revenue Service in Atlanta, Georgia, as a Law Clerk to Judge Craig Atkins, of the United States Tax Court, and law firms in Charleston, WV and Dayton, Ohio. In 1982, he was appointed a Deputy Assistant Attorney General in the Tax Division of the United States Department of Justice, in Washington, DC, and later that year he was appointed by President Ronald Reagan to be a Judge of the United States Tax Court in Washington, DC. In 1992, he was elected by his colleagues on the Court to be Chief Judge until he attained Senior Status in 1996. Judge Hamblen retired from the Court in 1999. During his practice of Law, Judge Hamblen was a member of the Virginia State Bar and the American Bar Association and its Tax Section. He was a former Chairman of the Virginia State Bar Committee on Taxation and the Committee on Co-operation with the Virginia Society of Certified Public Accountants. He was a Fellow of the American Bar Foundation, a Fellow of the American College of Tax Counsel and the American College of Trust and Estate Counsel. Judge Hamblen was a former Co-Director of the Annual Virginia Conference on Taxation at the University of Virginia and was an Emeritus Trustee of the Southern Federal Tax Institute in Atlanta, Georgia. Prior to his return to government service, Judge Hamblen was Vice President and assistant Treasurer, and a member of the Board of Directors of Carter Glass and Sons Publishers, Inc., Lynchburg, Virginia and served one year as President of the Lynchburg Chamber of Commerce. He was a founding member of Jefferson National Bank in Lynchburg, VA, which was merged into Virginia National Bank, which now is part of Bank of America. Judge Hamblen was a member of the Metropolitan Club of the City of Washington, DC. He was a member of the National Presbyterian Church and served as a Stephen minister. Judge Hamblen is survived by his wife of 41 years, Claudia Terrell Hamblen of Falls Church, Virginia; and two sons from a previous marriage, James Allen Murdock Hamblen of Lynchburg, Virginia and William Shipley Hamblen of Richmond, Virginia. He was predeceased by his son, Lapsley Walker Hamblen, III in 2011. He is survived by three granddaughters, two grandsons and four great-granddaughters. Interment will take place on September 20, 2012 at 11 a.m. at Spring Hill Cemetery, Lynchburg, VA. A memorial service will be held on October 11, 2012 at 11 a.m. at the National Presbyterian Church, Washington, DC. There will be many tributes, here and elsewhere, about what an accomplished, intelligent and insightful man he was. What is missing from those undoubted truths is that he was such a joyful man. He loved working on the Tax Court, and he inspired all of us who worked for him to love working, to love each other, and to love him. I have never before or after had a job where I so looked forward to going to work each day. In the years since my clerkship, I have stayed in touch with him, and the good feelings he engendered have lingered. I know that he loved me, I know that I will always love him, and I know that each of you viewing this Guest Book can take comfort in knowing how much he loved all of us. Above it all, of course, he loved you, Claudia, and he was grateful for you always. So many times he'd tell me "I don't know what I'd do without Claudia." I'd remind him "But you're NOT without Claudia." And he'd reply "I know. Didn't I get lucky?" You are in my thoughts, Claudia. I love you for you, and I love you for the joy you brought to him.

Claudia, I just learned of Lap's passing. I am so sorry for your loss. He was a magnificent man and brought laughter with him! My family and I send our deepest regrets. Aunt Claudia,
Today as I look back I will always remember my Uncle Lap. Actually, he was the only relative that I ever addressed as "my Uncle." I always respected this man, my relative, my mother's baby brother, my friend and my Uncle. He told great stories, loved history, loved his country and took great pride in being an American.
One time when I was still 8 years old I was staying with his parents (my grand parents) up on Look Out Mountain. He was home for a visit with his parents and I was late coming home. He walked over to Point Park by the Incline and found me playing in the dark on these two bronze Confederate Nepolian civil war cannons that are still there today. He stood there with me for the longest time and told me he use to play on those cannons when he was a little boy. We could see the lights of Chattnooga and he pointed to several different civil war battle sights, including Missionary Ridge where gran-paw Hamblin was born and raised and he told me that's where old Arthur McCarther won the Medal of Honor during the battle of Missionary Ridge and that he was the father of General Douglas McCarther. I didn't know the characters of which he was talking at that age....later, I would find out in my history lessons as time went on. That memory will last in my mind forever. When we finally walked home we were both in trouble with gran-maw Hamblen for being late for "supper" as dinner was cold. He had a great way with American english and articulation of certain words rich in southern history, historical expressions of which is a lost American art of communication, I do beleive. Aunt Claudia...I wish I could have been there for you and yours. Well, I know you know what I am trying to say.
