I was General Dillard's XO in Heidelburg some 40 years ago. He was an extremely capable officer and a dignified gentleman. I had the greatest respect for him as an officer. It was my distinct privilege to serve under his supervision. God Bless.

General Dillard was a superb officer. A gentleman and a model for junior US Army officers. I served as his Executive Officer in Heidelberg, Germany for circa one year. He was the Deputy Chief of Staff, Intelligence (DCSI) at the time, serving in that capacity during the cold war years of the late 1970s. I had the greatest respect for him both as a military officer and as an individual. I believe he was one of the primary reasons I was promoted to the rank of Colonel. I was privileged to serve as Gen Dillard's XO while he was assigned as the DCSI, USAREUR in Heidelburg, Germany. Gen Dillard was a resourceful, insightful, thorough Intelligence Officer who executed his staff responsibilities to the CG in a superb manner. Moreover he treated all personnel assigned to his Directorate with fairness and dignity. A sense of humor and broad smile were also key components of his personna.
