Andy, thank you for helping me very recently to speak to your Dad from Florida, it meant the world to me. In all my encounters with Phil while at GAO he always lifted my spirits, made me laugh and we always enjoyed reminiscing about places in the Maryland area one of which was Barnaby's--a great sub shop (your Dad LOVED that place)!!! He would sit in the chair beside my desk and we would just chat about so many topics including his family. I always enjoyed his visits to my office for meetings or just stopping by. His smile and laugh, and gleam in his eye always comforted me. I wish you and all of your family peace and comfort! Please take care.

A wonderful, kind gentleman of faith; always ready to help out on business items and always interested in you as a person. I will be praying for the comfort and reassurance of his family.

I'm so sorry for your loss. I knew Phil when he was the Chief Accountant at GAO. He was always available to all levels of staff and would listen to and readily debate you on just about everything. All the while making you stronger and clearer in arguing your case/point. I learned a lot from him and have missed the twinkle in his eye he'd display during some our more animated discussions.
