Phil led my Basic Police Class back in the early 1970's under the auspicies of the newly formed Central New York Law Enforcement Academy. He was a leader and outstanding Law Enforcement professional who worked tirelessly behind the scenes with little recognition. I'll always remember him and be thankful for the knowledge he imparted to me and my class.
