Raymond Horn Obituary

HORN Dr. Raymond Albert Horn, 85, noted educator, loving husband and father passed away Friday, February 2, 2007, at Riverside Hospital. Preceded in death by wife Beulah of 52 years, son Michael, brother Vincent Horn and sister Mary Weiler. Survived by wife, Mary Lee; daughters, Marsha Horn, Jo Rayder; son, Mark Horn; sister, Nancy Borer; brother, Dr. Gerard Horn, four grandchildren and three great grandchildren. Following his service with the Army Air Corps in WWII, Dr. Horn began his 57 year career with the Ohio Department of Education. He holds the record for the longest continuous period of service. Among his accomplishments was his visionary leadership and strong advocacy for children with disabilities on a national level. His key positions with the Department included Chief Psychologist, Director of Federal Assistance, Executive Director, Assistant Superintendent, and Special Assistant to the Superintendent. Currently he was serving as the President of the Franklin County Board of MRDD, and as a board member on six other boards around the state. He received his BS and MA degrees from Ohio State University and an honorary Doctor of Education from Findley University. He received numerous awards throughout his career, to included the "Ohio Pioneer in Education" from the State Board and Ohio Department of Education. His immortalized motto- he would ask over and over again- "Is it good for kids." Family will receive friends on Tuesday, February 6, 2007 from 2-4 and 6-8 p.m. at RUTHERFORD-CORBIN FUNERAL HOME, 515 High St, Worthington, 43085, 885-4006, Worthington Chapel. Funeral mass will be held at 10 a.m. on Wednesday, February 7, 2007 at Our Lady of Peace Church. In lieu of flowers, the family requests that donations be made the University of Dayton, Raymond and Beulah Horn Scholarship Fund, 300 College Park, Dayton, OH 45409.

Dr. Horn taught me many things but the one I’ve most tried to live by is the belief that we have the privilege of occupying positions for what amounts to a very short time and we should make the most of that time always keeping our eye on the mark – what’s best for children. He made the Division of Special Education a family – we worked hard, had a common purpose and were always supported in that work. He will be missed.

Ohio has lost it's leading citizen in the field of special education, Dr. Raymond A. Horn. Ray, as we all called him, spent his entire adult life working tirelessly on behalf of children and adults with disabilities. Because of his vision and foresight, many new programs to benefit children came into being. He nurtured and taught hundreds of individuals who came into the field of special education and helped them to be and do more than they believed possible. He took on any issue or problem and found a solution. He taught us to think with our minds and our hearts and always to keep the children at our center. His spirit lives on today in all of us whom he touched but he is sadly missed by all of his "extended" family who looked to him on a daily basis for advice and counsel.

Each evening as I sit down at my computer, I look up on the wall and see a framed certificate that says: The R.A. Horn Honorary Life Membership Award from the Ohio School Psychologists Association. Dr. Horn's death is a terrible loss to all children with disabilities and their families. He was a great man who really did live what he believed, that if we do good things for kids, good things will happen. Through his great leadership at the Department of Education, many children with disabilities had many doors open to them, my son being one of them. For that alone, I mourn his passing.

Dr.Horn had been a trustee of the Ohio Association of County Boards of MRDD since 2001, having recently been re-elected in December. His many contributions to Ohioans with developmental disabilities and their families will be felt for many years to come.
