Robert Allan Higgins, also known as Bob, passed away on November 8, 2023, at the age of 87 in Lake Oswego, Oregon. He was born on October 22, 1936, in Saratoga, WY. Bob was a very sociable and kind individual, always committed to helping his family wherever possible.

Bob is survived by his loving wife, Sue Kim Higgins , his brother James Higgins of Los Angeles, California and children from his first marriage DeAnn Lamssies of Beaverton, Oregon, and Mike Higgins of Panama City Beach, Florida. He is also survived by his stepson, Steve Kim of Las Vegas, Nevada. Bob was a proud grandfather to his four grandchildren, Dominique Lamssies, Kylie Nunez, Halle Higgins, and Hayden Higgins.

Bob was predeceased by his first wife of 45 years, Sue Higgins, and his granddaughter Maddi Higgins.

Bob's family moved to Oregon from Carter Lake, Iowa after a severe Mississippi River flood in 1943. Bob grew up in Woodburn, Oregon and graduated from Woodburn high school where he played basketball and participated in track & field. Following graduation he went on to Linfield College and graduated with honors. He was recruited out of school by the USGAO.

Bob's military service was with the US Army, where he served with honor and dedication. After his military service, Bob embarked on a successful career as an auditor for the US General Accounting Office (USGAO). Throughout his career, he worked on important projects related to federal highway safety, nuclear power plant safety, and more. His expertise led him to frequent trips to Washington DC, where he was part of teams that testified on their findings to Congress.

In addition to his professional achievements, Bob had a passion for antique collecting, particularly antique clocks. He was an avid member of the Oregon chapter of the National Association of Watch and Clock Collectors and served as its President. Under his leadership, the local chapter was awarded the honor of hosting the national convention. Bob also liked sports and was asked to play a vital role as the historian and curator of "great moments" displays during the 2000 renovation of Portland's Civic Stadium, later known as PGE Park.

Bob was a loving husband, father, stepfather, and grandfather. His sociable and friendly nature endeared him to everyone he met. He will be deeply missed by his family, friends, and all who knew him.
