JIM was my manager for several years at CalTrans. He appointed me to head the District Governmental Affairs Office. He saw it as a good move for me. It was. It revitalized my career. We worked long hours together in the aftermath of the Northridge earthquake. He made his assignments clear, then supported my decisions to implement. Over 30 plus years, he was one of the better managers to whom I reported.
