Family-Placed Obituary


CARTER, Charles E. ESQ. 80, of Springfield, Ohio departed this life Saturday, October 1, 2005 in Community Hospital. He was born June 20, 1925 in Springfield, Ohio to the late Brindley and Mary (Smoot) Carter. Mr. Carter was a graduate of Miami University in 1950 and the Ohio State University College of Law in 1957. He was the Director of Law for the City of Springfield until 1969 and was employed by the City of Springfield in many various capacities including City Manager. Mr. Carter was a member of Frontier's International and had served as president in 1963 and 1964 also he served on the Board of Directors of Springfield, the Urban League as president in 1966, Center Street YMCA Board. He was a member of Second Missionary Baptist Church, where he served on the Trustee Board and also sung in the choir. He was a member of the Springfield Bar and Law Library Association, the Municipal League, the National Institute of Municipal Law Officers. In 1967 he was awarded a Juris Doctorate Degree from Ohio State University. He leaves to cherish his precious memories one daughter, Bette C. Brown, one son, Norman B. "Nobby" Carter of Deluth, Georgia; two sisters, Margaret Clark and Frances (Orlan) Jones both of Springfield, Ohio; three grandchildren, Christopher Brown, Daryll Brown and Marlowe Earley, one great grandchild, Sydney Earley; mother of his children, Bette J. Carter. His parents, six sisters and five brothers preceded him in death. Private family viewing will be held Thursday, October 6, 2005 from 1-2 p.m. at PORTER-QUALLS FUNERAL HOME, 823 South Yellow Springs Street. Graveside services will follow the viewing at 3 p.m. in the Dayton National Cemetery, Dayton, Ohio. Memorial service will be held Thursday, October 6, 2005 at 5:30 p.m. at Second Missionary Baptist Church, 615 South Wittenberg Avenue, with Rev. Charles Jones, officiating. In lieu of flowers donations may be made to The Red Cross, c/o Hurricane Katrina and Rita victims. Arrangements provided by Porter-Qualls Funeral Home, Springfield Chapel.
