NEWPORT, R.I. (AP) - Claiborne Pell, the quirky blueblood who represented blue-collar Rhode Island in the U.S. Senate for 36 years and was the force behind a grant program that has helped tens of millions of Americans attend college, died Thursday after a long battle with Parkinson's disease. He was 90.

Pell, a Democrat, died at his Newport home just after midnight, according to his former assistant, Jan Demers.

Pell was first elected to the Senate in 1960. The skinny son of a New York congressman, Pell spoke with an aristocratic tone but was an unabashed liberal who spent his political career championing causes to help the less fortunate.

He disclosed he had Parkinson's in December 1994 and left office in January 1997 after his sixth term.

"Rhode Island has lost one of its greatest statesmen, one who embodied the highest ideals of public service," Rep. Jim Langevin, D-R.I., said in a statement Thursday. "Senator Pell was a gentleman a nd champion for those who needed their voices heard, and his work truly made a difference for our state and the nation."

Sen. Sheldon Whitehouse, also a Rhode Island Democrat, called Pell "a mentor, example and friend" and "a uniquely beloved Rhode Island politician."

"We will all miss him deeply, and long benefit from the works of his farseeing soul," he said.

Quiet, thoughtful and polite to a fault, Pell seemed out of place in an era of in-your-face, made-for-television politicians. A multimillionaire, he often wore old, ill-fitting suits and sometimes jogged in a tweed coat.

Though criticized by some for his fascination with UFOs and extra sensory perception, he was best remembered for his devotion to education, maritime and foreign affairs issues.

When asked his greatest achievement, Pell always was quick to answer, "Pell Grants."

Legislation creating the Basic Educational Opportunity Grants passed in 1972, providing direct aid to coll e ge students. The awards were renamed "Pell Grants" in 1980. By the time Pell retired, they had aided more than 54 million low- and middle-income Americans.

Pell also shared a strong interest in the arts, and was chief Senate sponsor of a 1965 law establishing the National Endowment for the Arts and the National Endowment for the Humanities.

Pell was well-liked among peers from both political parties, who respected his non-confrontational style. "I believe in letting the other fellow have my way" was a favorite refrain Pell used to refer to his negotiating skills.

Born in 1918, Pell came from a political family and was a descendant of early New York landowners who lived among the old-money families in Newport. Five family members served in the House or Senate, including great-great-granduncle George M. Dallas, who was a senator from Pennsylvania in the 1830s and vice president under President James K. Polk in the 1840s. His father, Herbert Claiborne Pell, wa s a one-term representative from New York.

Pell graduated from Princeton in 1940, and served in the Coast Guard during World War II. He remained in the Coast Guard Reserve until retiring as a captain in 1978.

He participated in the 1945 San Francisco conference that drafted the United Nations charter and was a staunch defender of the institution throughout his life.

He served in the foreign service for seven years, holding diplomatic posts in Czechoslovakia and Italy, then returned to Rhode Island in the 1950s. He was elected to the Senate in 1960 after defeating two former governors in the Democratic primary.

Despite his peculiarities, he became the most formidable political force in Rhode Island. In his six statewide elections, he received an average 64 percent of the votes.

"I attribute (my popularity) to one reason, and that is I have never critically mentioned my adversary," Pell would say.

The late Republican Sen. John Chafee of Rhode Island once said Pell's popularity was due to the state's overwhelmingly Democratic leanings and Pell's honesty and integrity. Voters embraced Pell's quirkiness and, to a certain extent, his distance from common people.

A story from Pell's 1972 Senate campaign was a favorite in Rhode Island and was told often to illustrate his isolation from the average Joe.

Pell was campaigning in Providence when it began raining. Pell, who had a formal evening engagement, had forgotten his galoshes. An aide was dispatched and returned with a pair.

In his very formal manner of speech, Pell asked the aide, "To whom am I indebted for these fine rubbers?"

"I got them at Thom McAn, senator," the aide answered, referring to the budget shoe store chain.

"Well, do tell Mr. McAn that I am much obliged to him," Pell said.

A dove who vigorously opposed the Vietnam War, Pell in 1987 became chairman of the Foreign Relations Committee. He was considered a weak chairma n , and he lost the job to Sen. Jesse Helms of North Carolina when Republicans gained a majority in 1994.

Pell considered retiring in 1990, but was persuaded by party leaders to run. He easily defeated then-U.S. Rep. Claudine Schneider despite making a monumental gaffe during a televised debate in which he was asked to identify a piece of recent legislation he had sponsored to help Rhode Islanders.

"I couldn't give you a specific answer," Pell said. "My memory's not as good as it should be."

Pell was diagnosed with Parkinson's disease in December 1994 and disclosed the condition the following spring. He insisted the disease had nothing to do with his retirement.

"There is a natural time for all life's adventures to come to an end and this period of 36 years would seem to me about the right time for my service in the Senate to end," he said in September 1995.

When attending a July 2006 ceremony in his honor in Newport, Pell did not talk, letting hi s wife, Nuala, speak on his behalf.

He and his wife, who married in 1944, had four children. Their daughter Julia died of lung cancer in 2006 at age 52.

I was honored to walk by Senator Pell's house in Georgetown when I first arrived at Georgetown as a freshman from Oklahoma, and later to walk by his home in Newport as a neighbor. We were fraternity brothers (honorary) and he helped make my college education possible as well as several of my family members and countless Americans. His generousity rings through the ages.

None of the many obituaries and tributes I read mentioned the thousands of interns whose lives were enriched by Senator Pell’s example and by the opportunities he gave them. The internship he provided me at 19 changed and shaped my entire career. As a Washington, DC, intern, I was on the Senate floor for the first vote on amendments to the 1964 Civil Rights Act. I attended and reported on a briefing from Julian Bond and Bob Moses on the Mississippi Freedom Summer and traveled to Cambridge, Maryland, to hear U.S. Representative Adam Clayton Powell preach in support of Gloria Richardson’s boycott. I attended and reported on the so-called Bobby Baker hearings, did research for staffer Livy Biddle on the National Foundation on the Arts and the Humanities Act of 1965 and learned about high speed rail, especially the Bullet Trains I later rode in Japan. I also met, worked and socialized with a variety of fascinating people who cared passionately about their work, Senator Pell foremost among them.

The cherry on the sundae was the Senator’s securing a slot allowing me to serve as a young “Citizen for Lyndon Johnson” at the Democratic Convention in Atlantic City. Assigned to greet the Texas delegation, I met Governor John Connelly. Outside on the boardwalk, I encountered the Mississippi Freedom Democratic Party sit-in led by Fannie Lou Hamer. Inside, I sat near enough to Rita Schwerner, widow of the slain civil rights worker, to hear the racial slurs aimed her way. I heard Adlai Stevenson’s moving tribute to Eleanor Roosevelt and got to thank him. Standing with the Massachusetts delegation, I was stirred by Bobby Kennedy’s heartrending words and the film eulogizing his brother. And I snuck into Tip O’Neil’s party and had a wonderful time.

From that day to this, I’ve worked to overcome poverty and injustice, seeing my efforts not as a sacrifice, but, as I believe Senator Pell did, as a gift. Thank you, Senator Pell.

As a young collegient and a recipient of the Pell Grant back in the early 1980's, I never fully undertood the magnitude of what it meant untill I started reading this guest book. As a fellow Rhode Islander, I knew of Sen Pell and his legacy but what I never knew and to what exent (after watching his funeral) was his impact on people around the world. He was a gentle man who was a gentlemen. He was a avid supporter of the Arts and the Humanities. And he was the biggest of Senators from the littlest of states. In the early 1990's I worked in a college financial aid office and was asked if I would say a few words at a National Association of Financial Aid Administrators Conference (NASFAA) about Senator Pell in a presentation for his honor. I eagerly accepted. Without the Pell Grant I would not have had the opportunity to earn a degree from the University of Rhode Island. In addition to being an economically disadvantaged student, I was also a student with a disability. As a result of Muscular Dystrophy the opportunity to earn a college degree was a critical necessity for me to achieve employment and economic success. My presentation to Senator Pell and NASFAA that day gave me a most precious opportunity to express my deepest gratitude for the contributions that Senator Pell made to education and to my own life success. I was given a photo of this event where Senator Pell shook my hand after my presentation. This experience is one that I will treasure all of my life. My sincere condolences to Mrs. Pell, Dallas and Toby - I had the privilege and honor to work for Senator Pell in his Washington office from the late sixties into the 70's. He was such a gentleman, and a scholar, in every sense of those words. He was one of the greatest teachers I have ever had. I learned so much from the senator, about foreign affairs, protocol, good manners, and perhaps not the least of which was to never end a sentence with a preposition! I will never forget attending the DNC Platform Committee hearings with him - when I was just 19, and riding over to the Mayflower Hotel in "the Hummer." He made a point of introducing young staffers to educational and meaningful experiences. He will be greatly missed. You are all in my thoughts and prayers.

I had the privilege of doing a brief Spring Internship in Sen. Pell's office, in May, 1978. Sen. Pell set the yardstick for decency and civility, sorely needed in today's Washington. He also had a friendly and responsive staff.
I'll never forget a 5/5/78 Senate Foreign Relations Committee, during which the Senator ate a bag lunch, even asking intelligent questions while peeling an orange.
Sen. Pell also set a standard for intellectual stature and statesmanship.

I was a member of the Democratic State Committee in 1960 and was one of 57 Democrats who voted for Claiborne Pell to be our nominee for the United States Senate. He told us at that time that he was encouraged by our votes to continue his campaign to serve in the United States Senate. I am so proud of that vote. Senator Pell never forgot us and always referred to us as the "loyal 57". We feel honored to have had such a great man as our voice in the Senate. Sen. Pell's first Primary fight sparked this young man to join Ludger Lacroix and Phyllis Peloquin support his campaign in Lincoln, RI. He never forgot his early supporters and we will never forget him. How proud I was to call him "My Senator"

Dear Nuala and Family: As we mourn Claiborne's death, we celebrate his life as earnest and exemplary in every respect. Other public and political figures may have manifested surpassing guile and glib rejoinder, but the senator's sincerity always won the day. I'll always remember the afternoon Jack Cummings brought him to Joe Pashalian's sub sandwich shop on Gansett Avenue in Cranston. After some political exposition, Senator Pell asked Joe if he had any yogurt, because yogurt, he said, was one of the ways Armenians retain their youthfulness over long lives. Joe concurred, excitedly serving up a bowl of genuine, no-flavored yogurt. (Maybe that's why the senator lived so long?). Then, as behooved this extraordinary man, he asked for walking directions back to his downtown Providence, a distance of about 7 miles through some high-crime sections of the city. As I was on my way back to downtown -- by car -- I spied His Honor loping alone along Reservoir Avenue, unaffected and unafraid. . .and declining all offers for rides, from cops, too. He was a true icon and we are all richer for his life and longevity. God bless you, Senator.

I interned for Sen Pell in Washington in 1992 while a student in my junior year at RI College working toward my Social Work degree .I was an older student married with two children. He told me he admired me for going back to school for my degree. I was already and LPN , I had graduated in 1974 but I wanted a college degree. He assigned me to hearings involving health issues. I have a wonderful picture taken with him that I have proudly hanging on my wall to this day.
The week I spent as his intern in Washington was one of the best weeks of my life. He was wonderful to work for . He told us we could read any file he had . I read personal family letters as well as letters to and from presidents.He was so open and honest. He always had visitors from other countrys in his office,as well as all his work and he was still very interested in what we had to say and was always very kind. It was a very educational experience I will never forget. I was so sorry to hear of your loss. The thoughts of many are with you at this time of sorrow.

At 34 years old, I have grown up with Sen. Pell and always admired the fact that he just kept doing work for all Rhode Islander's no matter what party they voted for. He was a respectful, not corrupted and courteous man. When this state and country lacks good politicians, Sen. Among the many living monuments to Senator Pell is the Brown Medical School. It was my pleasure to assist with the passage of the Pell Amendment to the Health Manpower Act of 1971. More than a thousand medical graduates, including hundreds of Rhode Islanders , have also benefited from his commitment to professional education. His legacy is secure and I will cherish his thoughtful and patient dedication.

As a RI native I felt fortunate to have a Senator who served our state and country so well.
As a child I was honored and proud to have met the Senator many years ago.
He was a remarkable man, yes he came from money but that didn't stop him helping out the less fortunate. I was one of the many students that recieved the Pell grant and thank you very much.
I was proud to have a senator that came from such a little state but had a heart of the world. He was honest, down to earth person that I ever met.
He is in good hands now and with the Lord and your daughter and will be forever watching over you and your family.

Senator Pell touched my life at an early age when he gave a reward for information leading to the arrest of the one that killed my dog. He also attended my Church St. Michael's Middletown several times. We were so blessed when one of our parishioners was given a Pell Grant and the Senator spoke in support of him at the Naval Academy. The Senator was always doing God's work and blessing ones that needed a helping hand. He lived the Gospel in my humble opinion. He has blessed this Priest many times and I am so very thankful to have known him. My prayers go out to Nuala and the family. He will be sorely missed by all.

As a young Hope High student, i volunteered for Senator Pell's 1972 campaign. He not only symbolized the power of intelligence and productive action, he embodied that power. In 1977 Senator Pell and his family visited the Grand Canyon South Rim where I worked as a desk clerk at the El Tovar Hotel. He asked my advice about descending into the Canyon with his family for an overnight stay at Phantom Ranch. The trip would take considerable time and physical effort, especially when it came time to climb back out. A cold front was threatening the edge of the Canyon. I told him to go ahead, as the climate would be subtropical once he got to the bottom near the Colorado River. I felt terrible when, two days later, his family had to climb out of the Canyon in a snowstorm. The ever diplomatic Pell smiled as he checked out of the hotel. He knew I felt like an idiot. There was no point in rubbing it in.

Remarkably unselfish; he and his equally accomplished wife were at my parent's Newport house. This was mid-1950's, either '54 or '56 and our future Senator was not formally into politics. My parents were hosting a fund-raiser for incumbent Gov. Roberts re-election. My impression then was of a very alert and proper person.
Little did I realize what a monumental achiever he was to become during his career. It is rare to have a person with such class, way understated class and an accomplisher.
He was and is the paragon for all public persons. Senator Claiborne deB Pell, the ultimate "public servant".
