LAS VEGAS (AP) - Former Nevada Gov. Kenny Guinn, a two-term moderate Republican whose tenure marked a prosperous era in a state now facing severe budget problems, died Thursday after falling from the roof of his Las Vegas home while making repairs. He was 73.

The predecessor to current Gov. Jim Gibbons was pronounced dead at University Medical Center, where he was taken after the fall, Coroner Mike Murphy said. Authorities were investigating whether the death was from natural causes or an accident.

Billy Vassiliadis, a friend and spokesman for the Guinn family at the hospital, said Guinn had been on the roof making repairs. He said Guinn's wife, Dema Guinn, found him and called 911 . Police received the call just after 10:30 a.m.

"She lost her best friend this morning," Vassiliadis said.

Gibbons ordered flags at state buildings to be lowered to half-staff and issued a statement saying, "On behalf of all Nevadans, I extend our deepest sympathy to his family and friends."

The state Senate minority leader, Bill Raggio, R-Nev., called Guinn "undoubtedly one of the best public servants who has ever served and one of the best governors we've ever had."

"He was an example of someone who was committed to working with other across the party lines," Raggio said, choking on his emotions during a telephone interview. "He still had so much to offer."

Guinn, a former Clark County school superintendent and millionaire bank chairman, was a Democrat-turned-moderate Republican who served two terms as governor from 1998 to 2007. His tenure marked a prosperous era in a state now facing huge tax deficits, the highest unemployment rate, at 14.2 percent, and the most foreclosures per capita in the nation.

"He was the right guy for the times, and he had the guts to stand up and do what was best for the citizens of Nevada," said Greg Bortolin, a former spokesman for Guinn.

Guinn was elected in his first bid for statewide office, defeating Democrat Jan Jones with 52 percent of the vote while drawing criticism that he was the hand-picked candidate of powerful special interests. He departed ranked by Time magazine as one of the nation's best governors.

During his tenure in Carson City, he overhauled government agency operations, revamped budgeting and tax collections, pushed for a major student scholarship program, fought federal plans to bury nuclear waste in the desert outside Las Vegas and sought to diversify Nevada's casino-dependent economy.

Guinn also spearheaded the biggest tax increase in state history, then returned to residents $300 million in excess revenues.

In 1999, during his first term as governor, he pushed the Legislature to approve his Millennium Scholarship program that uses tobacco company settlement funds to help Nevada students pay for their college costs at state schools.

With the state past an economic slump that followed the Sept. 11, 2001, terrorist attacks, he pushed for a broader tax base and sought more funding for social services and education in the 2003 legislative session.

He was overwhelmingly re-elected in 2002, defeating longtime Democratic state Sen. Joe Neal.

"He was a dynamic force in Nevada politics and our state's business circles for as many decades as I can remember, and he had an extraordinary influence on me," said Rep. Shelley Berkley, D-Las Vegas.

Berkley said she helped recruit Guinn as interim president of University of Nevada, Las Vegas, a position he accepted for $1 salary.

Guinn was born in Garland, Ark., raised in Exeter, Calif., as the son of migrant fruit pickers. He once lived in a tin shack and attended almost 30 schools as his parents followed the crops.

He won a college football scholarship and received bachelor's and master's degrees in physical education from California's Fresno State University. He received a doctorate in education from Utah State University in 1970. He taught in Fresno and San Jose while doing graduate work at Stanford University.

He moved to Las Vegas in 1964, starting as a planning specialist for the Clark County School District. In 1969, he was named superintendent of schools. He left the district in 1978 to join Nevada Savings and Loan. He later became bank chairman, president and chairman of Southwest Gas, and interim president at UNLV.

Guinn and his wife, Dema, have two sons.

I was fortunate to meet Kenny and his sister Shirley as they visited Goolsby Elementary School. His grandchildren beamed whenever he came by in the role of Grandpa. He always took the time to be with the students, laughing while he took photos, and leaving them with various treasured memomentos. I remember Hannah giving a special speech and introducing her grandpa to her classmates. He last honored the school with his presence at the DARE ceremony. While I was the principal of the school, I cherished his humor and thoughtfulness and was always amazed at his ability to make me feel like a friend. I personally know your son, Steve and his beautiful wife, Wynn, who humbly devoted their time and creativity to numerous school projects and community outreach programs. His legacy lives on. Love to all the Guinns and kisses to Ryan, Sarah, and Hannah, Alli and Baby Hanlon.

Words cannot express my sorrow and disbelief at the loss of Gov. Kenny Guinn. I first met him at about 14 years of age. He was sincere, humble and a real jokester. In later years, working in the transportation industry, I saw him at many VIP and charity events. Whether Mr. Guinn, Dr. Guinn, or Governor Guinn, he was kind, sincere and honorable. He was true to himself. He made an impression on so many people. I thought you should know my story.

I met Govenor Guinn while working at a grocery store in Las Vegas where he shopped occassionally. I was new to Las Vegas from Seattle and was introduced to him. He told me Vegas was a great place and how great it was to live and serve here. Months later as I was coming into work he addressed me by name (I wasnt wearing my name badge even) and asked me if I missed Seattle's rain. He remembered and I was absolutely taken aback that he had remembered me. Over the years he always addressed employees fondly and was NEVER irritated when someone would stop him and talk. What a kind soul. Another time I saw him, I told him my folks were moving down from Seattle due to my dad's failing health. He never failed to ask me how my dad was doing whenever I saw him. He was one of the most genuinely kind hearted men I have ever known aside from my dad (who passed in 2007). I am blessed to have been able to have met this wonderful person. He will be missed. I knew Kenny when growing up in Exeter, California. Kenny about seven years ahead of me in high school, but always had time to talk to me and give me encouragement. We are saddened to learn of the sudden passing of our beloved former Nevada Governor Kenny Guinn. It is with heartfelt sorrow that we write this note. When someone so active and fit like Kenny is taken we find ourselves asking why. The truth is we can never find a reason. Instead we find reminders of how those we love changed our world. I recall the days when we all participated at family events at Shakespeare Ranch - he was so athletic, handsome, charismatic, charming and had an amazing presence and wonderful way to interact with children and adults alike.

While working at Nevada Savings/PriMerit Bank I would have the occasional chance for a brief meeting with the future Governor. You realized when first meeting him that he had such a presence when you were in his company. He had the rare gift to make you feel that you mattered as a person without much more than a handshake and a glance. And he made it look easy, too! It really is something when you think about all of the lives where he has had a positive influence over the years as private and public citizen. He did not do the things he did to make himself look good, but as others have said, because it was the right thing to do. We need more people like him.

Governor Guinn (Kenny) was simply stated; "one of the most fundamentally "decent human beings" on the planet". I had truly hoped and believed that he would be with us on this earth for 95+ years. He was the quintessential "man of the people". Truly a fine example of what "leadership ought to be". His life experience, humility, compassion for others, and his intellectual and emotional intelligence allowed him to be the well rounded humanatarian that he was. As a life-long "non-Republican", I am honored to say that Kenny Guinn's likeness is proudly and prominently displayed on my walls at work and at home. Political affiliation didn't matter - he was "my Governor" and I was proud to have him as my Leader, and the leader of the State of Nevada (I even encouraged him to consider a run for President). It was a huge honor to know him (met Governor Guinn during the '2004 Legislative Session in Carson City), and I recognized from the early moments of our first encounter that "this guy is special". Kenny Guinn will always be a "giant" in my eyes. A symbol and standard bearer (gold standard)for all that is right and decent about the offten ugly arena of politics in America. I will miss him on many different levels. The Kenny Guinn's of the world only come along once in a "millennium"!

Dear Mrs. Guinn and family,
As a life-long Nevadan whose parents were also both dedicated public servants, I offer my sincerest condolences in the loss your beloved husband, father and grandfather. My father also passed away suddenly and unexpectedly. He was 47 years old and serving in public office at the time. As odd as it sounds, his funeral was one of the most peaceful and instructional days of my life. At the age of 17, I sat with my family and watched the building fill and a line form around the block with people from every walk of life. Although still dealing with the grief and shock and loss, I was filled with an overwhelming sense of peace and immense gratitude that I had been so blessed to live daily in the presence of a man who was so respected; by his friends and adversaries alike. Realizing the extent to which he had personally touched the lives of so many served as a great comfort. On that day my sadness was replaced with gratitude and peace and awe for the love and respect that filled the room for the man who was my best friend and father.
As you go forward in the coming days and weeks and months, it is my sincerest prayer that the many friendships and unparalleled legacy Governor Guinn left behind for your family and all of Nevada will be of great comfort to you. I pray that in your moments of grief you will lifted up by thoughts and memories of the significant contributions that he made selflessly, passionately and compassionately to the citizens of this great State. We were all so blessed to be the beneficiaries of the great man you all loved so much. There is not a Nevadan that has not in some way benefited from his tireless efforts.
My father used to grin and say, "you know I'm a statesman, I'm not a politician". There is no denying that Kenny Guinn will be remembered as the truest statesman and most tireless public servant ever to serve the people of Nevada. He did it with your support and sacrifice. Thank you for the contributions and sacrifices you all made to his life so that he could contribute to ours.
I pray for your daily peace and comfort. May God Bless You and hold you tight.

There has been a ton of wonderful things written and said about Dr. Guinn and all have moved me a great deal. He was a wonderful, caring man and I am happy to say my family benefited from his wisdom. While I was working at Nev. Savings he was the president & my son was struggling in a private school that was difficult for him as it turns out because of his learning disabilities. Someone recommended another school to me that I had never heard of & I made an appt. with Dr. Guinn to talk to him about it. He not only took the time to talk to me about my son & this other school but also told me of another option through the school district & helped me get my son into special ed. As a result of that my son thrived, went on the graduate & has held a job since he graduated. I will never forget his kindness to me & my son. He was indeed a wonderful, caring man & I am thankful to God for the love he shared with his wife and family - they are truly the lucky ones & memories of him will sustain them in their lives for many years to come. He was our small town's hero but always remained our small town friend. He would come back to Exeter unannounced, hang out with his old high school buddies and never asked for or expected special treatment. Kenny was a loving husband, father, brother and a patriot who devoted his life to his country, his friends and his community.

I am so sorry for your loss. I had the pleasure of meeting the Governor twice. First time in Army dress uniform. It was only a minute or two as I introduced my self as SGT Mandel Martinez. Met him over a year later at a function. I was dressed in civilian clothes. He came up shook my hand and asked how the National Guard has been treating me. I'll never forget Mr. Guinn. We have all lost a special person.

There have been many well deserved accolades bestowed on Kenny for his leadership; let me add one more. I called him "coach." For three years before he went off to Nevada in the mid 60’s, he coached football, hoops and swimming at Redwood High School in Visalia California he was a positive influence on student athletes. He didn’t just teach technique and execution, he taught life. He was there to listen and advise at a time in a teenager’s life that adult guidance was so important. “Role model” is a well worn phrase but whom better to model your life on? Truly, Coach is a term of endearment.

We were neighbors (on Ironwood) before you moved in the late 70's. Whenever we saw Kenny, he was most kind to stop and visit. Once we were in a restaurant and he came over to our table and was so gracious and kind, always a gentleman, always making others feel loved and appreciated. He was and continues to be a great man.
