I now have lived in Florida since my retirement at age 55 in 2003 from nysotda in NYC. I just now saw many years later the unfortunate passing of Phil. He was a great guy and attorney and always friendly. I am shocked he left us so young but I have many fond memories of him on his visits to NYC at 80 Centre Street where he started his career. God bless.

Phil epitomized that rare combination of a leader who was totally effective and strong yet understanding and caring. He was an honest and gentle soul. I will carry wonderful memories of the consideration and understanding he showed me, and many others, as The Boss for almost two decades and of the professionalism and strength he applied in creating an accomplished and respected workplace that served thousands throughout New York State.
Phil's end is proof that we do not get to understand why; that there are no answers, at least not in this life.

I/we are so sad in Phoenix, Arizona. I am recalling the endless hours he spent in the Hofstra law library, the bar exam, the move to Albany, the ski trips, the hikes in the Adirondack Mountains, and so much more. Most of all, I remember our conversations regarding faith, which he had plenty of. He was a bright, unique, and playful man whose memory I will cherish. Sad day. Lisa Pandone Benson

Veronica and Family: I was so sorry to hear of Phil's passing. He was a really good person who was also fun to hang out with. I have lots of great memories from my days working with him in Fair Hearings. I remember ski trips, softball, Busch League drafts.... One time we even roomed together at the Hotel Edison when we were sent to NYC to hold hearings. Phil had a real appreciation for good Italian food, so he took me to Umberto's in Little Italy. While we were there, who walked in but the actor, Anthony Perkins! Phil even talked to him. I will treasure these and other great memories of Phil. I hope your memories provide some comfort during this difficult time.

Many years ago Phillip drafted me to play softball w/his State attorney friends on Charlie's A's, drink beer w/him after games and we mutually dragged each other through hikes in the Adirondacks. I saw Ron Guidry pitch an 18 strikeout game w/ Phillip and friends. I was fortunate to have crossed paths w/such a wonderful soul. My deepest condolences to his family and friends. I worked with Phil for just a short time and in that short time I knew him to be warm, funny, and really smart without making others feel not so smart. I especially loved his dry sense of humor. He will be dearly missed by all who had the pleasure to work with him.

To my dear friend Veronica and the entire family,

One of my most favorite memories which I will always cherish was my first vacation with you, Phil, Lisa & Pam some of Phil's most cherished friends. Our adventure of riding the ATV's over trecherous terrain, swimming in the natural pool by the ocean and just having the greatest times of our lives, being silly wearing those hats on the bed and just loving Life without abandon. I remember Phil saying to me it was one of his best vacations. I'm so glad I was there with all of you and the Joy which was shared between all of us. We never stopped laughing. With Bill serving us our marguerita's on the beach at happy hour and Lisa feeding bread to the fish and being surrounded by a multitude of them and you and I going on our Victoria Secret photo shoots :-). I will always have gratitude, Love and Joy in my Heart for you and Phil sharing your space with all of us in one of his most favorite places. It's a memory I will always hold dear to my Heart. Rest and rejuvenate Phil, you are in God's Loving Light and I bless you on your continued Spiritual Journey. Much Love to you and all your family Veronica.

Veronica, Gloria, Julie and Family - words cannot express our sorrow and you are in our thoughts and prayers in this most difficult of times. "Phil was a geat guy" is an understatement! He was a beautiful, caring person who loved his family -- and of course the Yankees and Giants! Colleen and I are better for having Phil in our lives as part of our family - the get togethers; Trout House vacations with our familes; and even taking my Dad out to the Colonie Yankee games. I can only assume that La Cabana will not be the same without Phil's annual visits.

Veroncia, please know that you and the girls are being thought of constantly and you have many friends and family to rely on as you may need it. We will all miss Phil's heart, laughter, and his love for you and the girls.
