Herbert Charles Marsh Hoover was born March 16, 1934, to Charles Webster Hoover and Viola Caroline Marsh Hoover in Newburgh, New York. He is predeceased by his father, his mother, his sister, Elaine Hoover Bogino, and his brother-in-law, Jack Bogino
He graduated from Newburgh Free Academy in 1952. In 1956 he earned a BA in Accounting at Michigan State University in East Lansing, Michigan, where he was a member of Delta Sigma Pi fraternity. He served in the Seventh US Army, 3rd Infantry Division in Mannheim and Heidelberg, West Germany, and was an Auditor with the Inspector General Office from 1957-59. For his military service, he was honored on July 6, 2025, with the Quilt of Valor by Appalachian Hospice and the Mountain Quilters Guild. In 1961 he graduated from Wake Forest University Law School in Winston-Salem, NC. He was treasurer of Phi Alpha Delta legal fraternity and was voted its Outstanding Member in 1961. He was also a member of the Half-Century Club at Wake Forest and a member of both the North Carolina Bar and the Florida Bar.
On September 3, 1961, he married Betty Bruce Howard of Fuquay Springs, NC, a graduate of Wake Forest University. They have three children, David Andrew Hoover (Han Nang), Howard Webster Hoover, and Lorraine VanSiclen Hoover Lucey (Dan). They have five grandchildren, Laura Kimberly Hoover, India Kate Hoover, Phoebe Elizabeth Hoover, Henry Andrew Hoover, and Elliot Clarence Lucey.
His post graduate work included IRS Tax Schools in Detroit and San Francisco; American Bankers Association National Trust Graduate School at Northwestern University from 1965-67; and the Executive Program at the University of North Carolina-Chapel Hill from 1969-70. During his studies at UNC-CH he was elected to the Board of Governors and was selected to give the graduation speech.
He was EVP and CEO of Citizens Bank and Trust Company in Henderson, North Carolina. As a parishioner of Holy Innocents Episcopal Church in Henderson, he served on the Vestry and as Church Treasurer. The family moved to Tampa, Florida, in 1974 where he was Senior Vice President and Senior Trust Officer of Exchange Bank Corporation. In 1983 he became Corporate Counsel for Bank of America (formerly NationsBank), a position he held until his retirement in 2004. From 1983-1998 he was legal administrator for accounts in Greece and the island of Rhodes.
He was a former member of the following organizations: Board of Directors of The Home Association of Tampa and a member of the Florida and Hillsborough County Bar Associations. As a member of the Florida Bankers Association, he served as Chair of the Trust Division and Chair of the Legislative Committee. He was also President of the Tampa Bay Estate Planning Council.
He was Chair of the Greater Tampa Chamber of Commerce Congressional Action Council from 1978-80. He also served as Vice President of the Suncoast Midshipmen Parents Club and President of the Berkeley Preparatory School Dads’ Club. He was a parishioner of St. Andrew’s Episcopal Church in Tampa and was a Third Degree and Royal Arch Mason in the Grand Lodge of Masons F & AM, Lodge #229 in Henderson, NC . From 1994-2000 he was Co-Chair or the American Bar Association and American Bankers Association National Conference of Lawyers and Corporate Fiduciaries. During that time he was also President of the American Bankers Association Trust Committee. In 2001 he was chosen as an Inaugural Member of the Florida Bankers Trust Hall of Fame for his valuable contributions to trust banking throughout his career. He worked for many years promoting legislation favorable to the industry. In 2005 he and Betty Bruce retired to Blairsville, Georgia, where he was a member of St. Clare’s Episcopal Church.
