As a young engineer at NUWC Ray supported me in ELF analysis. He mentored and guided me in analyzing ELF propagation and receiver design. His expertise in ELF was a national treasure. His contributes were recognized years later by the sponsor as exceptional. Rest in peace Ray. You will be missed greatly.

I had the privilege to work with Ray while he was employed at NUWC and later at SAIC. Ray was a very competent engineer who was hard working, enthusiastic, and friendly. Ray would always get the job done and was happy to share his vast knowledge with others. He taught me many aspects of ELF communications and worked with me on several communications projects at NUWC Newport. Ray Ingram was an important asset to the Dept. of the Navy.
