May God bless you and your family in this time of sorrow.

Tracy had a special place in my heart. I have never seen him without a smile and a heart of gold. Heaven gained another Angel. Tracy, you are loved and will be truly missed. Always in my heart.

Before I met him, I didn’t realize how much strength a person could carry with such grace. Life may have put him in a wheelchair, but it never touched his spirit. He faced every challenge head-on, and his love for gaming and for life never faded.

I loved to push his buttons because he wasn’t much of a morning person, but I understood how hard it was for him and his mom to start their day so early. He still showed up... grumpy at first but ready to work (or play) by 6:00 AM, well,...

My sister Mary let me know today of Tracy’s passing was sad to hear the news and I wanted express my condolences.

I was there when Tracy suffered his diving injury and I’ve never forgotten that day and more so the days afterwards as Tracy had a heart of gold and was going to make the best of each and every circumstance that came his way. I too am better having known him even though we lost touch after I moved away to college and beyond.

We enjoyed meeting and working with Tracy at the Burkburnett Police Department. We are members of the Wichita County Weather Spotters group. Tracy was always welcoming and gracious when we ran the Net Control at the Burk PD Weather Center.
God bless all who knew and loved him. Bless his memory to live on forever.

Worked with Tracy at NATCO for several years and was one that helped build his DJ trailer and spent much time at the dances he worked. Condolences to the family.

I met Tracy, when I was living on Waggoner Street. He would come to his grandmother's house ( who by the way had the most beautiful yard ). There were so many of us kids on that block, and Tracy was older but he practically watched out for all of us. He would sit and play Old Maid Cards with us, we would play Star Trek on the Hwy Dept gravel and sand hills, he was just an easy going all around fun guy. Tracy's Obituary

Tracy Clealand Cissell was a loving Dad, brother and tremendous friend. If you could call Tracy your friend, your life was better for it.

Tracy walked from his wheelchair into the arms of His Lord Jesus Christ on February 23, 2026 in Ellenton, Florida at the age of 67.

A viewing will be held on Friday, March 6, 2026 from 10-11am at the Owens and Brumley Funeral Home in Burkburnett, Texas immediately followed by a service at 11am. Graveside services will be held following the service at Electra Memorial Park in Electra, Texas.

Tracy was born to W.C. “Dub” Cissell and Shirley Alvey Cissell on August 9, 1958 in Electra, Texas. He graduated from Electra High School in 1977 and became one of the top welders at CE Natco in Electra.  Tragically, Tracy was injured in a diving accident.  He continued to live life to its fullest, entertaining many as a local DJ, eventually training and working as a Dispatcher for the Electra Police Department and finally the Burkburnett Police Department where he retired after 20 years of service to his community.

He is preceded in death by his sister, Leah Lewis of Sarasota, Florida and his parents. Tracy has two sons, Jeromie Hicks and Jamie Hicks both of Blanchard, Oklahoma. He will be greatly missed by his niece, Lindsay Johnson of Little Silver, New Jersey and his nephew, Matthew Lewis of Bradenton, Florida as well as his many cousins. His grandchildren are Brady and wife Leighanna Hicks of Fort Smith, Arkansas; Trey Hicks of Fort Cobb, Oklahoma; Tyler and wife Deanna Deere of Spring Hill, Florida and Madison Hicks of Otselic Valley, New York. He also has 4 great grandchildren. Tracy will be missed most of all by his beloved Lilac English Bulldog, Lula, and his caregiver and dear friend for the last 5 years, Tammy Seavoy of Ellenton, Florida.

In lieu of flowers, the family asks to please make a contribution to your Local Pet Rescue or to your local Pregnancy Crisis Center in remembrance of Tracy.
