I had the privilege of knowing Billy when we were younger from going to school together. He was always a kind person, helping people whenever he saw a need even as a kid. Years later, I then had the privilege to see him marry my friend Terry and it has been a privilege to watch their love story unfold. It meant so much to all of her friends to see how much he adored her and witness how be cared for his whole family. He was a wonderful husband and father and was truly there for all of his...

Bill was a dedicated friend that always seemed to have a smile on his face.

He was instrumental in making the N.J.C.A.A. what it is today.

He also had a big influence in creating the N.J.IT. program for Concrete management.
He was a friend and a huge influencer in his profession.

BILL, you will be missed

I will miss you my friend. You definitely left a mark on this world and in my life.

I did not have the privilege of meeting Mr. Layton or anyone in his family. I was so touched by the love, pictures and comments in his obituary I knew this man must have been special. As Mr. Layton enters a new life of grace and peace with God May memories remind you of happier times and may Gods warm embrace bring you comfort in the days ahead. How lucky you all were to have known him.

Bill was a great champion and supporter of the Concrete Industry Management Program at NJIT. Bill's unconditional commitment to the program will never be forgotten. Rest in Peace my friend.
