William D. Bailey Jr. "Pop Pop"

Age 76, of Wilmington, DE, passed away peacefully on Monday, May 21, 2012 at the Heartland Hospice House surrounded by his family.

Born in Newburgh, NY, Bill was the son of the late Rose (Moran) and William D. Bailey, Sr. He was a 1952 graduate of Salesianum School, a 1956 graduate of the University of Notre Dame, and a 1959 graduate of the University of Notre Dame Law School. While at Notre Dame, Bill joined the Marching Band and traveled the country. He was a member of the Knights of Columbus Council #1477 which he joined while at Notre Dame.

Admitted to the Delaware Bar in 1960, Bill practiced law for 52 years, a majority of them as a partner for the Bayard Firm and its predecessor firms. He retired from there to spend his last years serving as of counsel at Biggs and Battaglia. In his lengthy legal career, Bill had the pleasure of wearing many different legal hats. He served as House Parliamentarian early in his career. Later on, he represented the State of Delaware Public Service Commission as rate counsel. He was best known for his work in eminent domain.

In addition to his parents, he was predeceased by his brother, James P. Bailey.

He will be dearly missed by his wife of 49 years, Dolores; his daughters, Mary Page Bailey of Wilmington and Hope Dammeyer and her husband, Erik of Newark; his son, Col. William D. Bailey III and his wife, Tana of Springfield, VA; and four grandchildren, Lily, William, Katherine and Grace.

Friends and family are invited to visitation on Friday, May 25 between 6 and 8 pm at Mealey Funeral Home, 2509 Limestone Road, Wilmington. Mass of Christian Burial will be celebrated on Saturday morning at 10 am at St. Joseph on the Brandywine Church, 10 Old Church Road, Greenville. Interment will be private.

In lieu of flowers, the family suggests contributions to Salesianum School Music Department, 1801 S. Broom Street, Wilmington, DE 19802.

My condolences and prayers to Bill's family. I lost contact with Bill years ago after my departure from ND. Bill and I traveled back and forth from Wilmington to South Bend as well as on campus. Bill was my mentor.

My deepest condolences on Bill's passing. I knew him best for his tireless work on behalf of the Red Clay Valley Scenic Byway. Bill represented Mt. Cuba Center and I worked with the Delaware Nature Society as consultant and Steering Committee Co-Chair. Bill's involement was crucial to the success of the Byway planning process and I will always remember is wise, steady, calm guidance. His dedication went above and beyond as he continued with the effort long after his work with Mt. Cuba eneded. His enthusiasm, wit and reasoned advice will be greatly missed. I'll remember him fondly.
