Richard Webb Obituary

The Honorable Richard W. Webb, 72, of Palmerton, passed away Saturday, August 20, in his home, surrounded by family. He was the husband of Janet L. (Comba) Webb. They were married 50 years this past January. Judge Webb became Carbon County's 15th Judge when sworn in on January 6, 1992. In November 2001 he was elected for a second 10-year term commencing January 7, 2002. He became President Judge on February 18, 2001, when then President Judge John P. Lavelle retired. A lifetime resident of Palmerton, Judge Webb received his early education in the Palmerton public school system. After earning a degree at Pennsylvania State University in 1966, he went on to the University of Pittsburgh Law School where he was awarded a Juris Doctor degree in 1969. Following graduation from law school, Judge Webb worked briefly for Arthur Andersen in Pittsburgh. He then returned to Palmerton where he practiced law with his father before embarking on his career in public service. From 1973 to 1975, he served as a Public Defender, and in November 1975 he won election to the office of District Attorney. For the next 16 years, he established an outstanding reputation for integrity, diligence, ability, and a courtroom prosecutor who rarely lost a case. During his tenure as District Attorney, Judge Webb founded the Carbon County Drug Task Force and received many awards and citations for his tenacious prosecution of drug cases. He took early retirement in 2004, but continued to serve Carbon County as a Senior Judge handling various types of cases. He was a longtime member of St. John's Episcopal Church in Palmerton, where he served honorably and faithfully for many years as a Chalice Bearer. Born in Palmerton, he was a son of the late Sidney and Ellen (Williams) Webb. Survivors: Wife Janet; son Richard Jr. and wife Sue-Ann, with grandchildren Sidney, Gavin and Leah, all in Allentown; son Thomas and wife Angela, with granddaughter Francesca ("Frankie"), all in Palmerton. Judge Webb was predeceased by his stepmother Emma S. Webb, and aunt Jane Werley. Services: To be held privately, at the convenience of family. Public welcome to call 5-8 p.m. Wednesday, August 24 at T.K. Thomas Funeral Home, 145 Delaware Ave, Palmerton. Contributions: St. John's Episcopal Church, 365 Lafayette Ave, or Palmerton Memorial Park Assn, 1255 Third St, both in Palmerton 18071.

Dear Webb Family:

You don't know me; however, Dick, as I knew him, was a great friend to myself and family.

My father, Rev. Arthur Lucas, pastor of the Aquashicola EUB church, spent hours of
history, religious and other interesting event questions/answers in our parsonage on Delaware Avenue.

I first met "Dick" at Burt's Steakhouse where I worked when my family first moved to Palmerton in 1965.

Dick was a true friend and confident, even though I only knew him a short few years.

Be with Jesus, my friend. Peace and love.

Sincerely,

Arlene Lucas Frederick

Honorable is a name given to a Judge, No One person Earned this Title More than Judge Webb as he was a Considerate Soul who would always make those in his presence Really Feel as Equally Important as his Humble self. Wisdom always seemed to Protrude from his words. A person who made his conversations desirably memorable.
A Role Model of a Person !!! Warmest Regards to his Family

Judge Webb was a loyal customer at my store ( MS Jewelry) and an honorable man. I am sorry to hear of his passing and I was proud to know him as a friend. Carbon county lost a good man... he will be remembered as a kind man and as an advocate for justice. RIP Judge Webb.

I came to know the Hon. Richard W Webb (Dick) when he patronized Rod's Cantina for our Tacos. In 1981, as District Attorney, Dick gave his time to brief me on the opportunities within the PA State Police and convinced me to apply for an academy selection. While attending PSP Academy, Cadets were asked the identity of their Recruitment Trooper. I had none. I would reply Carbon County DA Richard Webb. I was honored when Dick would reach out thru my family for us to meet in Palmerton, or simply ask how I was doing.

I am deeply saddened to learn of Dick's passing. I know my late father would agree that Dick was a good friend, a good attorney and a good judge. I especially appreciated his marvelous sense of humor and quick wit, as well as his helpfulness when I was covering the court as a reporter in the mid-1970s. We've lost a wonderful friend, and our hearts go out to his family.

I was saddened to hear of Dick's passing. I fondly remember our 13 years of schooling together--K-12. He was truly a remarkable, faithful servant; always going the "extra mile". Dick never did anything half-way. May your family find comfort knowing he is now in the arms of our loving Savior. My prayers and thoughts are with you. God bless you.
