I worked with Andrea in the Office of the Inspector General. She was one of the most intelligent, diligent, and caring civil servants I worked with in my career in government. In fact, she inspected me when I was Ambassador to the Marshall Islands and may have helped me later obtain the job of Team Leader in OIG. She was also an engaging and spirited friend, and a real mensch - yes, the word can be used with women too - a strong and real good person.

Andrea inspected the management section of our Embassy in Madagascar in 2008. She was acutely attuned to our mission, and while pointing out things we needed to do better, she crafted recommendations that helped us immensely. She made that inspection such a positive experience for us. I gave her a big hug as she left Antananarivo. She was a treasure. Condolences and best wished to her family and friends.
